Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:
All emails and meeting minutes for members of a lethal injection protocol committee, or equivalent regulatory body, regarding the lethal injection protocol and/or lethal injection drugs from 2010 to present. If there is not a lethal injection protocol committee, then any and all meeting minutes and communications within the Department of Corrections that mention the lethal injection protocol and/or lethal injection drugs from 2010 to present.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I acknowledge receipt of your recent public records request received in our office on September 28, 2017. We have assigned this request a tracking number of PRU-49513. Please refer to this number in all future communications with us about this request. You've requested the following records:
1. All emails and meeting minutes for members of a lethal injection protocol committee, or equivalent regulatory body, regarding the lethal injection protocol and/or lethal injection drugs from 2010 (January 1, 2010) to present (September 28, 2017, the date your request was received). If there is not a lethal injection protocol committee, then any and all meeting minutes and communications within the Department of Corrections that mention the lethal injection protocol and/or lethal injection drugs from 2010 (January 1, 2010) to present (September 28, 2017, the date your request was received).
I am not aware of a DOC lethal injection protocol committee, however, I will look into this and ask other DOC staff. If this committee does not exist, I will search for emails for the stated timeframes that contain the words "lethal injection". For records other than emails, you're requesting any communication or meeting minutes that references lethal injection protocol or drugs. Public Records requests are for existing, identifiable records. Some Department records are not indexed, maintained or sorted by subject matter, therefore it is not possible to gather every non-email record containing information on lethal injection protocols or drugs with 100% accuracy. For this request I will gather the email records that I explained above, but if you would like other specific and identifiable records please let me know.
Department staff will begin to gather and identify records, if any, responsive to your request. I will respond further as to the status of your request within 48 business days, on or before December 13, 2017. The Washington Department of Corrections is increasing the security level for email messages containing confidential or restricted data. A new Secure Email Portal is being implemented. Outbound email messages from DOC staff that contain confidential or restricted data will be routed to the portal. A notification of the secured message will be delivered to the recipient.
