Pursuant to the Washington Public Records Act, I hereby request the following records:

1. Copy of an ORCA organization "org" chart that includes the 7 partner agency Site Managers.

2. A copy of every formal "change request" for the vendor agreement between ORCA and Vix between 2016 - 2019 (formerly AIG).

3. A copy of every signed version of the vendor agreement between ORCA and Vix (formerly AIG); in the event there are many versions of the vendor agreement, I would be grateful for only versions that were signed between 2016-2019.

4. Original RFP for the original ORCA card system.

4. A copy of any 5 law enforcement requests for ORCA data related to a court order or subpoena.

5. A copy of any 5 institutional ORCA customers/users requests for ORCA data or reporting (e.g. as Amazon, Microsoft, University of Washington, QFC).

6. Copies of all public records requests made in 2018 related to the ORCA card program.

7. All emails related to the 2018 public records request for the software application for the portable handheld fare enforcement devices.

I also request that, if appropriate, fees be waived as I believe this request is for my PhD research at the University of Washington. These documents are to support to my PhD dissertation research in which I ask, "How do public transportation agencies work with private firms to enable policy programs that rely on continuous or geospatial data? What contextual and historical factors led to current system design and institutional configurations? How do stakeholders define the roles of their respective organizations?" In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We received your request on February 25, 2019.

We may need to provide these records on an installment basis pursuant to RCW 42.56.080. Given our staffs' workload and the number of requests we are currently working on, we estimate that it will take another 5-6 weeks to identify and gather responsive records. We will contact you once we have the first installment ready for release.

Please send $4.50 to cover copy and mail charges. Make your check or money order payable to Sound Transit, 401 S. Jackson St., Seattle, WA 98104 and reference PD19-084 on your check/money order. Once we receive payment we will copy the records to a CD and mail it to you. If you would rather review the records here at Sound Transit, please contact me to schedule an appointment during normal business hours. If we do not hear from you or receive payment by April 18, 2019, we will conclude you no longer want these documents and will close this file.

Please note all ORCA card numbers have been redacted pursuant to RCW 42.56.230.

We will continue to work on your request and will have your next installment available in approximately 5-6 weeks.
