Pursuant to the Washington Public Records Act, I hereby request the following records:

I am requesting a document or documents that list the private companies that receive a copy of the FBI's Terrorist Screening Dataset (TSDS). In the court case, Elhady v. Kable, No. 20-1119 (4th Cir. 2021), the FBI and DOJ stated that as many as 1,400 corporations received the updated TSDS on a regular basis. Please provide a document or documents that list these corporations by name. This list is distributed through the National Crime Information Center (NCIC), so this is information that is readily available. There may also be private companies that receive the updated TSDS through eGuardian or iGuardian. Please provide a document or documents that are current as of April 2023.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The information that I have requested is readily available in the NCIC daily distribution, to private corporations. It is also available from a single source - the Terrorist Screening Database (TSDB).
It does not require any research. The information is already available to the FBI at the Terrorist Screening Center (TSC) in Vienna, Virginia.

In my engineering estimation, it will take less than 30 seconds to query the database, and it will provide a complete list of all the private corporations, that receive the TSDB. Please provide a digital

None of this information is classified. Under Executive Order 13526, the FBI may not classify information to hide corruption or incompetence. There are likley internal documents at the FBI listing the names of all the private corporations, that are on the TSDB distribution list. By private corporations, I mean any legally organized entity in the United States. This includes non-government entities that are legally organized within the United States.

Further, this information was already provided in the Federal court case,
Elhady v. Kable - 391 F. Supp. 3d 562 (E.D. Va. 2019)

The database can also be downloaded to a spreadsheet, where a single column will list all of the private corporations.

As a Plaintiff in the current lawsuit against the FBI, 4:23-cv-01013, it appears that the FBI is attempting to delay a reasonable FOIA request, made under Freedom of Information laws.
