Pursuant to the Washington Public Records Act, I hereby request the following records:

Documents describing the tasks customers carry out at WA driver licensing offices, and the employees able to assist them with those tasks, which will be used by university researchers to model the flow of customers at WA driver licensing offices. This specifically includes the following four items:

(1) A list of tasks that customers can perform at a Washington driver licensing office. Such tasks probably include taking a driving test, filing a change of address form, taking a photo, etc. If a visit requires interacting with multiple DOL employees, there should be a separate task for each employee. For example, a visit to obtain a driver's license for the first time might include a test task, a photo task, and a counter paperwork task, since the customer needs to work with a different employee to carry out each of the three tasks.
(2) The total number of employee-hours available to customers at licensing offices, broken down by the tasks you identify in (1) that the employees are able to fulfill. This does not need to include non-customer-facing employees, since they are not carrying out any of the tasks from (1). The number of employee hours can be over whichever time period makes it easiest for you to respond to the request. An example response might look like this: in calendar year 2018, there were 20,000 employee hours of employees who can process both tests and renewals, 15,000 employee hours of employees who can process tests and pictures, 25,000 employee hours of employees who can only process change-of-address, etc. The goal is to understand how many employees the DOL has available to serve customers, and which task(s) each employee is able to carry out.
(3) The average service time needed to carry out each of the tasks you identify in (1). For example, it might take an average of 2 minutes to process a change-of-address form, but 5 minutes to take a photo.
(4) The number of customers requesting each of the tasks you identify in (1), over the same time period you use in (2). For example, it might be that in calendar year 2018, 10,000 customers came in to take a written test, and 20,000 came in to take a photo. If a customer came in to do both, they should be counted to both.

Important note: the request does NOT need any personal information, like the names of any DOL employees.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We recently revised our process for fulfilling law enforcement requests for vehicle information. The new process places an emphasis on strictly adhering to the Governor’s Executive Order 17-01 and as a result, all requests undergo a rigorous review process. If your request does not contain the information listed above, it will take us additional time to process the request.

INDIVIDUALS AND BUSINESSES REQUESTING VEHICLE RECORDS 

Please ensure your information includes the following:

* Year, make, model, plate and/or VIN of the vehicle(s).

* Is the vehicle in your possession? If yes, how did you obtain it?

* Owner name/address, if known.

* What records you are requesting (report of sale, current owner, title history, etc.)

* How will you use the records?

* If you are a business, please include a copy of your business license showing active status.

* If you are an attorney or private investigator, please include a copy of your bar card (or a copy of your current bar status) or private investigator license.

* If you are a private party, you will need to provide us with your full name and address.

* If you are a CPS customer, please include your contract number.

EXPORTERS AND SHIPPING AGENTS 

You must provide a copy of your current business license. You must also provide a bill of sale for each vehicle in your request and a power of attorney from the person or business named on the bill of sale.

This email is an update for your records request.

Some of the data you requested is represented in the fee study that is available on DOL's website. I sent you a link to those reports in a previous message.

We have been looking at the data that contributed to our published reports. Data shows staffing fluctuates daily. Transaction types and counter assignments can flex according to need/demand.  We can show how many employees were ‘In-service’ on average and apply an ‘available time’ calculation. We can not necessarily distribute those times across individual transaction types. We do not capture that data. 

It is important to note that data from the last fee study does not reflect today’s world.  It would include 2017 timings and not reflect recent upgrades and efficiencies. 

We may need to consider pulling fresh data. There would be a cost associated with creating new reports for you. The team who does that work has an hourly rate of $60 per hour for their programming time. Additionally, they would not be able to begin work on such a project for at least 6 weeks.
