Pursuant to the District of Columbia Freedom of Information Act of 1974, D.C. Code Ann. § 2-531 et seq. ("D.C. Act"), I hereby request the following records:

All contracts (and their amendments) and memorandums of understanding entered into by the District of Columbia for services and activities related to the D.C. Correctional Treatment Facility (https://www.cca.com/facilities/correctional-treatment-facility)

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

Thanks for the clarification that this FOIA request was initially sent to the Mayor’s Office and then forwarded to the Office of the Chief Medical Examiner (OCME) on Wednesday, March 18, 2015.

Based upon my review of the request below, it appears that you are seeking contracts and MOU’s entered into by the “District of Columbia for services and activities related to the D.C. Correctional Treatment Facility (https://www.cca.com/facilities/correctional-treatment-facility)” (CCA).

Please note that the OCME is not the repository for all contracts and MOU’s entered into by the District of Columbia. Moreover, the CCA is not a subordinate agency to the OCME and we would therefore not maintain contracts or MOU’s on behalf of that agency.

Contracts entered into on behalf of the District are generally maintained by the District of Columbia Office of Contracting and Procurement (OCP). The contact information to file a FOIA request with the OCP is as follows:
