Pursuant to the District of Columbia Freedom of Information Act of 1974, D.C. Code Ann. § 2-531 et seq. ("D.C. Act"), I hereby request the following records:

Documents concerning IMSI catchers or any of the following words: "Stingray", "cell site simulator", or "dirtbox". including:
-Contracts with the Harris Corporation regarding the acquisition of their Stingray or KingFish IMSI catchers
-Department policies and procedure regarding the use of IMSI catcher technology
-policies and procedures on the keeping of statistics about the Department's use and acquisition of IMSI catchers

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

This office is in receipt of your Freedom of Information Act (“FOIA”) request. Your FOIA Request Number is 2016-FOIA-05110.
FOIA requires that requests describe the records sought with sufficient detail to allow an agency employee familiar with the subject area of the request to locate the records with a reasonable amount of effort. More specifically, 1 DCMR § 402.4 states that:
A request shall reasonably describe the desired record(s). Where possible, specific information regarding names, places, events, subjects, dates, files, titles, file designation, or other identifying information shall be supplied.
Your request did not specify the date range for which you desire records. For instance, the date range could be January 1, 2012 to the date that you submitted the request. Such date range will allow us to make a targeted search. In addition, I wanted to confirm that the cell site simulator (the generic name for the other model names which would also be included) records would be contracts with the Harris Corporation regarding the acquisition of their Stingray or KingFish IMSI catchers; Department policies and procedure regarding the use of IMSI catcher technology; and policies and procedures on the keeping of statistics about the Department's use and acquisition of IMSI catchers.
Please clarify the date range and confirm the records sought.

Hello,
Thank you for your time and attention to my request. I that a date range of January 1st 2012 to the present date would work fine for my request. As for records sought, those are the correct records. I would add that a search for any responsive documents concerning IMSI catcher policy and procedure not be limited to only Harris Corporation devices, but extended to all IMSI catcher technology. Thank you again for your time, and I look forward to receiving your response.
