Pursuant to North Dakota Constitution, Article XI, Section 6, and the North Dakota Open Records Statute, N.D.C.C. ยง 44-04-18(1), I hereby request the following records:

I am seeking records stemming from a recorded October 10th 2013 concerning rogue bounty hunters operating in Ward County. The call came from Kevin Nason and was to an Investigator Pittman. Another name, Tim Erickson (spelling ?) was also mentioned as recommending WCSO contact Mr. Pittman. The call referenced that the incident with the bounty hunters happened on October 9th 2013 and may have also occurred October 10th 2013 or in days preceding further back than October 9th. The incident in question occurred when bounty hunters tracked down a man who was out on bond, had picked up another warrant, but the bond stayed in effect; he wasn't supposed to be brought back in in other words. The man's father was Jonathan Condos (other possible spellings could be Kondos). The incident involved a broken leg and a punch to the gut that was so forceful it caused the man to vomit. The names involved in the incident are John (could also be Jon or Jonathan unsure from the audio) Clark, Tiffany Norton, and Tyler Schnase. From the audio, I gathered it was Mr. Clark (could also be Clarke) who was doing the bond recovery operation.

For this request I seek:

-Any incident reports concerning this incident.
-Any other reports or intelligence gained about this rogue bounty hunter that came as a result of following up on this incident.
-Any communications including emails from 10/1/13 to 1/1/14 that reference any of the above names, or the keywords "bounty hunter," "Bail recovery agent," or "bail enforcement agent."

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We have checked our system for all the names you are inquiring about and checked all our calls on the dates you have specified. We have not had any contact with any of the people mentioned in your request. As a matter of fact we do not have these names in our system at all. This is Ward County in Minot North Dakota. We do get several request that belong to Ward County in Texas so I thought I would just make sure you were making the request from the correct agency. I am sorry we cannot help you with any of the information provided.

I am quite sure it was Ward County, ND. The audio made that pretty clear. What I am wondering is because the incident occurred in Bismarck and because the bounty hunter also lived in Minot, is it possible that Bismarck PD, Minot PD or Burleigh County SO would have these records? From the audio it was very unclear of why Ward County SO was involved, and it may have been more of an awareness thing. Thank you for your time and help!

I am going to forward this to our Sheriff. Both of us looked up the information provided and could not find anything. We also asked around the office to see if anyone had heard anything about this incident. We were unsuccessful. I will have him take a look at it again.

Dear Sir This incident did not happen in Ward county. We cannot locate a report on this incident and no one currently working here can recall such an incident. Mike Nason is no longer in law enforcement and is not able to answer any questions at this time. I have contacted BCI agent Tim Erickson at the North Dakota AG office to see if he recalls any information. This is all the help this agency is able to offer.
