Also state if this person was promoted to this position or if move was lateral.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Dear Unnamed Requester,

As I am unfamiliar with any positions with a title of "Systems Security Engineer," I am making an assumption that your request is concerning a position we were recently advertising as a "Network Security Engineer." This position was advertised, intermittently, from April 2021 to July of 2022. To date, this position has not been filled. Due to a re-examination of our current needs, we are no longer attempting to recruit for this job title.

Modify this request to provide employment applications of those that applied for the Systems Security Engineer position and received an interview. Include the application of the internal Volusia County employee applicant now filling the role of Systems Security Engineer and all training courses paid for by Volusia County to help this person fill this role and the cost of those courses. Also include the salary this person is receiving.

Sir/Madam,

As I mentioned in my previous email, to my knowledge there is no such position as a “Systems Security Engineer.” What we were recently advertising for was a “Network Security Engineer,” and I am making the assumption that this is the position you are asking about. If that assumption is correct, then I can offer the below as an explanation of the history of the position.

As part of the adopted budget plan for the 2019-2020 fiscal year, a vacant position was reclassified as a “Network Engineer” with the specific goal of assisting with the development and implementation of new security protocols. Given the importance of this specific focus, the position was advertised with an unofficial working title of “Network Security Engineer.” Therefore, neither the position nor the job classification were new, only the intended specialization of the position.

Due to difficulties recruiting for this position, we have reassigned the security-specific duties to an existing staff member with the title of “Systems Engineer.” We are not allowing that staff member to use the unofficial working title of “Systems Security Engineer,” which is where this phrase may have originated. The Network Engineer position remains open, and we continue to advertise in an attempt to fill it.

As far as other new positions that were created after January 1, 2015, I only have record of one: a Project Leader position that was created as part of an effort to expand support for computer operations at the Daytona Beach International Airport.
