Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:
1) Copies of all data use and project applications submitted since to the chief data officer, executive data board, and/or data governance council of the Commonwealth Data Trust, as outlined in the attached data trust agreement (specifically Exhibit A), since the inception of the Commonwealth Data Trust.
2) Documentation of whether the above referenced use and project applications were approved or rejected (e.g., a list of all approved uses and projects—which would be my preference, if available—or individual acceptance or rejection letters).
I ask that all fees be waived as intend to use the requested records to further public understanding of public agencies and not for any commercial purpose. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation justifying the employee hours required to fulfill the request.
Should you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

The Office of Data Governance and Analytics is subject to the Virginia Freedom of Information Act. If you intend to reject this request, it must be based on a statutory exemption to the FOIA. Could you please explain which exemption you're citing?

In response to the following FOIA request:

Hello Loren,
Thank you very much for your email, but these records do not satisfy my request.
Many of the documents are blank, mislabeled, and/or are not the Exhibit A from the relevant agreements.
In addition, several of the documents appear to state that there are 44 active research projects within the system.
I ask that you provide all completed application documents, including Exhibit As, covered by my request.
If you would like to discuss this request at any point over the phone, please let me know.

The Exhibit A is not a required section to be completed to join the Commonwealth Data Trust. There are agencies and/or organizations who join the data trust with no project purpose. They only want the benefits of being able to potentially share their data with the Commonwealth of Virginia. If there was a project associated with the Data Trust, it has been provided.
