Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:

I would like all information related to the drowning and subsequent Search and Rescue of Rabbi Reuvan Bauman, a Rabbi at Yeshiva Toras Chaim in Norfolk Virgina. Rabbi Bauman went missing on July 9, 2019. He was in the water at the Back Bay National Wildlife Refuse / False Cape State Park when he was pulled out to sea. I'd like all police reports, witness statements, and any other responsive documents concerning this event including emails or other official communication.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Thank you for your correspondence to the Virginia Department of State
Police (the Department). As you may be aware, requests for records of the
Commonwealth, its agencies and political subdivisions are governed by
the *Virginia
Freedom of Information Act* (FOIA), §§ 2.2-3700 *et. seq.* of the *Code of
Virginia*.

Pursuant to Virginia Code § 2.2-3704(B)(3), the requested records could not
be found or do not exist in the Department's investigative files. The
Department only houses police incident reports for cases it has
investigated, not those conducted by other agencies. Any incident report
will need to be obtained from the agency that made the arrest.

We regret we are unable to assist you further in this matter but hope the
information provided is helpful.
