Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:

A copy of the most recent collective bargaining agreement/collective agreement between this department and the local police union/fraternal order/benevolent association, or other similar organization.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Good afternoon, Mr. Breen:

I hope this message finds you well. I am writing in response to the
attached Virginia FOIA request that our office received via mail
earlier today, July 7, 2020, for a copy of the most recent collective
bargaining agreement/collective agreement between the VCU Police Department
and the local police union/fraternal order/benevolent association, or other
similar organization.

Please be advised that the Code of Virginia ยง 40.1-57.2 prohibits state
agencies from recognizing any labor union or other employee association as
a bargaining agent of any public officers or employees, or to collectively
bargain or enter into any collective bargaining contract with any such
union or association or its agents with respect to any matter relating to
them or their employment or service. Thus, the VCU Police Department, a
state agency, does not have any agreement responsive to this request.
