Thank you for your correspondence to the Virginia Department of State
Police (the Department). As you may be aware, requests for records of the
Commonwealth, its agencies and political subdivisions are governed by the
Virginia Freedom of Information Act (FOIA), §§ 2.2-3700 et. seq. of the
Code of Virginia.

Based on your requests, the Department has formulated an approximate
advance estimate of the anticipated charges. Under the Virginia Freedom of
Information Act, we have determined that the estimated charges for
searching for and redacting the requested records will be *$408.54*. Before
continuing to process your request, we require that you agree to the
payment of a deposit in the amount of the advance determination. The
deposit will be credited toward the final cost of supplying the requested
records. The time period for producing the records or making a response
under VFOIA is tolled for the amount of time that elapses between the
notice of the advance determination and your response. Please advise us if
you would like to pay the estimated charges and we will then proceed with
processing your request.

Certain materials you are seeking, *"manuals, procedures, communications
protocols"* are copyrighted materials and must be obtained from the
manufacturers. Please find their information below:

Pursuant to Virginia Code § 2.2-3704(B)(3), certain records, *"privacy
assessments, flight plan, surveillance plan"* could not be found or do not

related to the 2019 model T206H Textron airplane as well as any additional
equipment attached to the aircraft. This aircraft has serial number
T20609561 and holds registration N35VA. This aircraft uses the mode-s code
of 50762120 in octal or A3E450 in hexadecimal. I request records,
documents, emails, privacy assessments, purchase orders, and other
correspondence relating to the equipment.

Additionally, I would like any manuals, procedures, communications
protocols, and any communications related to inter-agency coordination.
This should include pilot logs, flight plans, and surveillance plans.
Specifically, I am looking for any and all data relating to flights for the
city of Lynchburg, Virginia over the last week with a focus on May 31st,
and June 1st where the aircraft was documented flying in circles over the
demonstrations at an altitude of 2,550 feet. Any imaging or other
surveillance data from onboard collection is additionally requested, as
well as any policies which govern the collection, processing, use, and
dissemination of this data. Any communication about this data or related
data should be included, especially inter-agency communications, and
metadata.

This information is part of a journalistic research project involving the
Seattle Privacy Coalition.

The requested documents will be made available to the general public, and
this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform
me of the total charges in advance of fulfilling my request. I would prefer
the request filled electronically, by e-mail attachment if available or
CD-ROM if not.

Under Virginia FOIA, "a public body may make reasonable charges not to

general business of the public body."

The cost estimate provided was calculated based on the approximately 16
