Dear Beryl Lipton,
Your request, dated October 16, 2016 and submitted to the Virginia Tech Police Department, has been forwarded to me for response. Your request asks for documents relating to agreements with Geofeedia LLC or any other social media surveillance software or equipment company.
Virginia Tech, a state agency, is subject to the Virginia Freedom of Information Act (FOIA). Virginia's FOIA (§ 2.2-3704 A.) covers only citizens of the Commonwealth and certain representatives of the media, generally those with circulation in the Commonwealth. However, as a matter of policy, Virginia Tech has elected to voluntarily respond to records requests from individuals not meeting these criteria, provided the information requested is readily available and would otherwise be available under the Virginia FOIA. In keeping with this policy, be advised Virginia Tech has no documents responsive to your request.
You may review the Virginia FOIA at http://foiacouncil.dls.virginia.gov/2016law.pdf.
