Pursuant to Virginia Freedom of Information Act, I hereby request the following records:
I request any and all available materials related to the GenCyber initiative as widely reported below:

These documents should include but not be limited to:
-a copy of the curriculum, lesson plans, and any relevant educational materials distributed to the students who participate in any N.S.A. and N.S.F. sanctioned GenCyber program
-any program instructor/teacher training materials
-Copies of the contract between the university and the N.S.A./N.S.F.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Your request received by fax on July 28 has been forwarded to me for response.
Virginia Tech, a state agency, is subject to the Virginia Freedom of Information Act (FOIA). Virginia's FOIA (§ 2.2-3704 A.) covers only citizens of the Commonwealth and certain representatives of the media. However, as a matter of policy, Virginia Tech has elected to voluntarily respond to records requests from individuals not meeting these criteria, provided the information requested is readily available and would otherwise be available under the Virginia FOIA.
We have reviewed your request and determined that considerable time would be required to respond. Accordingly, and consistent with Virginia's FOIA (§ 2.2-3704 F.), we will charge you for the time it takes for us to review and compile the documents requested. We estimate that cost to be $641.00.
In order for us to proceed with your request, and consistent with Virginia's FOIA ((§ 2.2-3704 H.), it will be necessary for you to submit payment for the full amount of the estimate. Your payment should be made by check payable to Virginia Tech Treasurer and mailed to:

Thank you so much for the timely response! If it's possible, would I be able to see a general cost breakdown of what would be included in the relevant documents? For example, approximately how many pages are curriculum, how many are manuals etc? In the interest of keeping unnecessary labor and costs low, I would love to be able to narrow the scope of my request. As a result of our phone call last week and your narrowing of your request, I am providing the attached documents.
This is a grant from NSF and follows their standard terms and conditions, so there is no contract document. However, I am providing the award documentation, as well as documentation for an additional increment of funding. The proposal document gives an overview of the scope of work.
Also attached is the agenda, which includes all of the instructor's names and the names of anyone who assisted.
Based on our conversation, I believe this fully responds to your revised request.
I am not charging for these documents. However, should you request any additional documents, our regular fees will apply and you will be required to pay in full whatever estimate is provided prior to our release of any documents.
