Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:
All documents which contain the phrase "Flock Safety Permitting Documents" submitted to the Department of Transportation between 1/1/2022 and 12/31/2022 for installation of automated license plate readers.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Thank you for providing your address. You have requested, " All documents
which contain the phrase "Flock Safety Permitting Documents" submitted to
the Department of Transportation between 1/1/2022 and 12/31/2022 for
installation of automated license plate readers." Are you asking for any
and all records VDOT has received that contains this phrase or just
emails? The way you have worded your request would require all employees
(over 7500) to also search paper documents. If you could please clarify
the scope, otherwise we will be happy to provide an estimate for all
employees to search all paper and electronic files for documents containing
the phrase referenced.

What type of permits are you referring to? I am not sure I can answer that
question. Please clarify the records you would like to receive so that we
may process your request.

I am interested in permitting documents related to the installation of license plate readers. I am specifically interested in any license plate readers provided by the vendor Flock Safety but I will eventually seek all license plate readers from any vendor.

This response concerns your request received by the Virginia Department of
Transportation (VDOT) on February 28, 2023, made in accordance with the
Virginia Freedom of Information Act (§ 2.2-3700 et seq.). You requested
request for a copy of any permitting documents for the installation of
automated license plate readers from January 1, 2022 - December 31, 2022,
dealing specifically with the company Flock Safety. Please be advised that
it is practically impossible to provide the requested records or determine
whether they are available within the five working days required by FOIA
because we are still searching and reviewing. Therefore, we are invoking
subsection B 4 of § 2.2-3704 to provide us with seven additional working
days to respond to your request.
