Pursuant to the Vermont Public Records Act, I hereby request the following records:

All documents pertaining to the use of inmate labor in all prisons in the state produced between February 1, 2020 and today’s date. Please understand documents to include, but not be limited to, work directives, policies and protocols for work, reports on materials produced, and any other documents related to inmate labor.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

The Vermont Department of Corrections has received a total of five requests for records.

Provisions of the law 1 V.S.A § 316 (b)(c), allow for the charging and collection of costs to produce these records. Attached is an estimate for each request made.

Request #1, #3, and #4 are broad in scope and any effort you can make to narrow the requests can greatly reduce the cost associated.

Please advise on how you would like to proceed with each individual request.

Hello:

Thank you so much for the note. I should have clarified for 1, 3, and 4. I meant to say communications sent from the DOC to ALL staff, to ALL inmates, and to ALL families.

So rather than having each staff/ inmate search their own communications, you can search communications coming from the commissioner's office.

The Vermont Department of Corrections has received your request for records.

1. Copies of all communications sent to correctional staff at all prisons in the state, including but not limited to emails, letters, and memos, sent between March 1, 2020 and the date this request is processed.
2. Copies of all communications to inmates, including but not limited to, memos or posters publicly posted for inmates to see, produced between March 1, 2020 and the date this request is processed.
All scripts and/ or directives for communicating with inmates about Covid-19 produced between March 1, 2020 and the date this request is processed.
3. Copies of all communications sent to friends and family of people incarcerated at all prisons in the state between March 1, 2020 and the date this request is processed. Please understand communications to include, but not be limited to, emails, letters, social media, and any other type of communication.

These requests were sent separately and later narrowed to communications sent from the DOC to ALL staff, to ALL inmates, and to ALL families from the Commissioner’s office.
