To Whom It May Concern:

Pursuant to the Vermont Public Records Act, I hereby request the guidance issued by the Commissioner of Public Safety to municipal leaders and law enforcement executives on March 25, 2020, regarding the governor's executive order 01-20 and COVID-19.

The guidance is mentioned in a directive issued by the Attorney General today (https://ago.vermont.gov/wp-content/uploads/2020/04/AGO-EO-Enforcement-Directive-4.3.20.pdf) and also in a summary hosted on the VSP website (https://vsp.vermont.gov/covid19/stayhome_enforcement). However, after a search of DPS websites (DPS, VSP, VEM, etc.), I am unable to find a link to the actual guidance itself. Therefore, I am requesting it under the Public Records Act.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not. Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Sincerely,
Brian Waters
