Pursuant to the Vermont public records law (1 V.S.A. ยงยง 315-320), I hereby request the following records:

Any manual or other guidance document used in the course of investigating a complaint and/or determining whether a licensee's conduct warrants censure. I am specifically seeking guidance which pertain to social workers, mental health counselors, psychiatrists, and psychopharmacologists.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Reference is made to the attached document, requesting:

Any manual or other guidance document used in the course of investigating a complaint and/or determining whether a licensee's conduct warrants censure. I am specifically seeking guidance which pertain[s] to social workers, mental health counselors, psychiatrists, and psychopharmacologists.

This office does investigate complaints of unprofessional conduct and unauthorized practice in relation to social workers and mental health counselors. We do not regulate psychiatrists, who generally are medical doctors regulated by the Board of Medical Practice, or psychopharmacologists, who plausibly may be licensed as medical doctors or pharmacists, depending upon the intersection of academic research and clinical practice.

The office has no investigation manual. In determining whether a licensee's conduct warrants censure, we look to the statutes and administrative regulations governing that profession. Relevant laws and regulations are linked from our website. Please see the below links for details:
