Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, ยง 3(b)), I hereby request the following records:

How any federal monies have been spent over the past 5 years towards equipment or sharing software at Ventura police departments in Ventura County.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

What exactly was purchased and what were the justifications (proposals given to the city or homeland security) for purchasing these items? How much did it cost per item since it is a bit vague (Part numbers, model names, companies contracted with to obtain items) and quantity of each item. Where are the cameras located and cell phone readers and who has access to them? Under what circumstance has the bearcat been deployed thus far?

Here is the info that you requested:

I will attach the Purchase orders for the equipment.

Where are the cameras located and cell phone readers and who has access to them?We have not purchased the cameras yet for this grant. We have until 2016 to spend the money for the cameras. If we choose not to use the funds for the cameras, we can make a request to reallocate the funds to purchase other law enforcement equipment. The cell phone readers were initially requested for purchase by the grant funds, but instead we used the funds to purchase portable lights to be used for SWAT Callouts and for other high risk Law Enforcement Situations needing illumination.

Under what circumstance has the bearcat been deployed thus far? The Bearcat has been deployed for SWAT callouts and other high risk law enforcement situations.

"Tech Upgrades for Police/Fire Command Post"- Funds were used to purchase new equipment and upgrade existing infrastructure in the Command Post.
"Cell Phone Readers" These were not purchased.
"Citywide Security Cameras and Crossroads Interface"- We requested funds to be used for to purchase Cameras but have purchased them yet. We have until Dec 2016 to use those funds. In addition, the Crossroads Interface software for Traffic statistics has not been purchased yet because we are waiting for our Records Management System to be upgraded before we can implement the Crossroads program. We have until Dec 2016 to purchase the software.

"Bearcat Vehicle" What version of the bearcat is this? I t is a LENCO Bearcat Ballistic Armored Vehicle .
