Dear Ms. Nason,

I am emailing in regards to a request submitted by you and MuckRock for
information about sexual assault evidence kits in the State of Utah.

As the laboratory's records officer, I received your request this afternoon
(3-28-18). I wanted you to know this since you had requested a response
within the State's 10 business day requirement. I will be working on the
information you have requested and will forward it to you as soon as
possible once it has been gathered.

I did want to let you know about the first item in your request ,the number
of sexual assault evidence collection kits that have been collected from
Jan. 1, 2000 to the present date. Unfortunately, the tracking of collected
kits was not part of Utah Bureau of Forensic Services mission. Victim
services of this nature are performed by the medical personnel throughout
the State and no one agency or entity has over site of which instances a
kit is collected. Reparation for those services are provide through Utah
Commission on Criminal and Juvenile Justice but kits are not always
collected when providing services.

In 2017, the State of Utah passed legislation in order to address the need
for all survivors of sexual assault to have their evidence processed. The
legislation will require all collected kits be submitted to UBFS for
testing beginning July 2018. UBFS has been working with our law enforcement
agencies to being the submission policy sooner than the July 2018 date. The
State is also in the process of developing a kit tracking program and
statewide processes.

I hope this piece of information helps you with your project. Also, as I
mentioned before, as soon as the information you requested is available I
will be forwarding this to you.

Sincerely,

Pilar Shortsleeve
