Pursuant to the Government Records Access and Management Act, I hereby request the following records:

Any and all available written or electronic correspondence, including attachments, between Public Lands Policy Coordinating consultant Redge Johnson (redgejohnson@utah.gov) and any representatives, operatives, staffers or lobbyists of the Sutherland Institute, a non-profit think tank based in Salt Lake City. This request also specifically seeks a copy of the list of "PLPCO Transition Objectives" that Redge Johnson sent via email to the Sutherland Institute's Matthew Anderson in April 2017. This request covers the time period between March 2016 and the present.

I am a reporter for The Guardian, and the requested documents will be made available to the general public. This request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for the note. This portion of my GRAMA request does not duplicate any previous requests: "This request also specifically seeks a copy of the list of 'PLPCO Transition Objectives' that Redge Johnson sent via email to the Sutherland Institute's Matthew Anderson in April 2017." Therefore, I'd like to appeal the denial of my request concerning Mr. Johnson.

Hi Jimmy,

Thank you for your email. Perhaps this wasn't very clear in my last earlier
letter, but we have determined that the 'PLPCO Transition Objectives'
document constitutes a protected draft under GRAMA. Because we have already
made a determination of this record, your second request would be
duplicative of the first. You can certainly appeal our decision to withhold
his document to Chief Justin Harding.

Hi Nate,

I see, thank you for the clarification. I assume there is a version of the "PLPCO Transition Objectives" document that was shared beyond the PLPCO office and so was not a draft but was in fact released to the public in some manner, is that correct? In this instance, it would appear the document was shared with an outside party, the Sutherland Institute, in which case I believe have grounds for appeal.

Please let me know if possible whether this document was shared outside the PLPCO office.
