Pursuant to Utah’s Government Records Access and Management Act (“GRAMA”), I hereby request the following records:
A copy of the bid submitted in response to Amazon's request for proposals for the site of its second headquarters, any contracts with third-party providers for services rendered regarding the Amazon HQ2 bid, and any marketing budgets regarding Amazon-related expenditures from September 1, 2017 to the date this request is received.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Dear Ms. Lustig:
GOED is in receipt of your request for records under the Government Records
Access and Management Act (GRAMA), dated Nov. 2, 2017. Your request was
for:
*A copy of the bid submitted in response to Amazon's request for proposals
for the site of its second headquarters, any contracts with third-party
providers for services rendered regarding the Amazon HQ2 bid, and any
marketing budgets regarding Amazon-related expenditures from September 1,
2017 to the date this request is received.*
After doing a reasonable search of our records, this letter is to inform
you GOED has no records to provide. GOED does not have a marketing budget
or any third-party contracts for purposes specifically related to Amazon’s
request for proposals. GOED has a general five-year contract with the
Economic Development Corporation of Utah to provide promotional activities
on behalf of the state. That contract is available upon request.
The bid submitted in response to Amazon’s request for proposals is being
withheld pursuant to the following provision of GRAMA:
63G-2-305(35) Records that would reveal negotiations regarding assistance
or incentives offered by or requested from a governmental entity for the
purpose of encouraging a person to expand or locate a business in Utah.
You have the right to appeal the denial of any records under the Utah
Government Records Access and Management Act, pursuant to Utah Code Section
63G-2-402. Appeals should be addressed to:
