This is a request under the Freedom of Information Act. I hereby request the following records:

A copy of the manual for conducting a background check of an individual seeking a "Yankee White" security clearance.

Documents requested include copies of the form(s) an individual is required to fill out in order to obtain a "Yankee White" security clearance.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Mr./Ms. Trotter:

In regard to your FOIA request (below) seeking information on "Yankee White"
security clearances, please be advised that the Department of Defense (DoD)
transferred the personnel security investigative mission from the Defense
Security Service (DSS) to the U.S. Office of Personnel Management (OPM) in
February 2005. Accordingly, it is suggested that you contact OPM directly for
information/manuals pertaining to their (OPM) investigations of special
project cases like "Yankee White." I can tell you that when DSS conducted
these cases prior to 2005 on Presidential Support personnel, the only thing
different from a normal SSBI (for TS clearance) was the suspense requirement.
Some YW cases required a 45-day suspense and others a 60-day suspense. The
investigative requirements were the same, we just had to do the cases faster.
I do not know if OPM changed these requirements. Anyway, OPM can be contacted
