This is a request under the Freedom of Information Act. I hereby request the following records:

All personnel records pertaining to Wm. Theodore de Bary, who lived Aug. 9, 1919 - July 14, 2017. de Bary served in the Navy in World War II. After the Japanese attack on Pearl Harbor, de Bary "was recruited by naval intelligence ... He went on to serve at Pearl Harbor and later in Tokyo and Washington," according to his recent obituary in The New York Times. Records sought include those relating to fitness and counseling, training, background, personnel action requests, and discharge. (If Mr. de Bary had served more recently, I would request the Official Military Personnel File (OMPF) including all Fitness Report and Counseling forms (NAVPERS Form 1610/2), the most recent Cumulative Record Of Training (NAVPERS Form 5300/16), the Background Summary (NAVPERS Form 1640/32), Officer Personnel Action Requests (NAVPERS Form 1301/85) and Form DD-214. Please provide these or parallel documents.)

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This is a follow-up to my below email. The Navy FOIA online (FOL) system has been acting in an unpredictable manner. Your request successfully closed out of Navy FOL but I did not get a verification notification back of the transfer to NPRC.
