Pursuant to the Freedom of Information Act, I hereby request the following records:

Memoranda, policies, rules, guidelines, and procedural manuals that mention Winnie the Pooh or both Winnie the Pooh and Chinese President Xi Jinping.

Please limit your search to records from January 1st, 2018 to November 1st, 2019.

By "Winnie the Pooh," I refer to the fictional anthropomorphic teddy bear character created by English author A. A. Milne, described here:
By "Chinese President Xi Jinping," I refer to the current President of the People's Republic of China and General Secretary of the Communist Party of China, described here:

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
