The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This email responds to your July 16, 2019, request for all emails sent or received by WilsonCE@gao.gov<mailto:WilsonCE@gao.gov>, containing the non-case-sensitive key-string "EB-5" from January 1, 2019 to the date of your request.

Your letter refers to the Freedom of Information Act (FOIA), 5 U.S.C. § 552. As an agency responsible to the Congress, the Government Accountability Office (GAO) is not subject to FOIA. However, GAO's disclosure policy follows the spirit of the act consistent with GAO's duties and functions as an agency with primary responsibility to the Congress. Attached for your information is a copy of our regulations concerning the availability of GAO records to the public, which are contained in 4 C.F.R. Part 81.

We have completed our search of Mr. Wilson's email account and have located 61 pages of news alerts containing the key-string "EB-5", which we believe are not particularly responsive to your request and are not being provided. We did not locate any additional emails responsive to your request.

In accordance with 4 C.F.R. § 81.4(d), further consideration of your request may be obtained by an appeal letter to the Comptroller General of the United States, at 441 G Street, NW; Washington, DC 20548, setting for the basis of your belief that the partial denial of your request is unwarranted.
