I seek any and all documents in the agency's possession that pertain to the WikiLeaks website or organization from January 2006 to the present date, including but not limited to emails, memos, notes, briefings, reports and other documents related to, mentioning or generated as a result of:
* guidance and instructions for employees regarding visiting the website or otherwise reading or learning about it in the news
* internal reactions to the website's existence and disclosures
* damage reports regarding the website and its disclosures
* efforts to identify, investigate and/or mitigate potential leaks to the website
* efforts to identify, investigate and/or mitigate potential unauthorized viewing of the website or news reports analyzing it and/or its contents
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am appealing the decision to close the request, as it was based on faulty reasoning and the agency gave no opportunity to provide the requested information – which is not applicable. For each point:
1. I did not request information on an individual, but on an organization. Case law firmly establishes that organizations do not have a privacy interest as individuals do, and thus the request does not apply.
2. Search each office. Case law, see Shapiro v. CIA, No. 14-00019, 2016 WL 1069646 (D.D.C. Mar. 17, 2016) (Cooper, J.), establishes that the breadth of the search does not invalidate it, as it is clear what is being requested.
3. It is an organization which does not have a date of birth or residence, and thus the request does not apply.
4. Shapiro v. CIA, No. 14-00019, 2016 WL 1069646 (D.D.C. Mar. 17, 2016) (Cooper, J.) establishes that the terms of the request are reasonably described. "Regardless of how onerous it might be to locate them, there can be no dispute about which items are being requested."
