To Whom This May Concern,
I wish to appeal the determination by the IRS. The IRS is using a 'scorched earth' policy to deny access to all records request - this runs contrary to the law which requires records to be redacted.
Furthermore, the IRS released records for an equivalent FOIA request which is documented here: https://www.muckrock.com/foi/united-states-of-america-10/whistleblower-office-lee-martin-director-52666/.
How can the IRS issue two different determinations for equivalent searches?
