Pursuant to the Freedom of Information Act, I hereby request the following records:

Copies of any and all Agreements that are Leases, Enhanced Use Leases, Sharing Agreements, Revocable Licenses, Access Agreements, Easements and Land Use Agreements entered into, executed, engaged and / or otherwise Agreed to by and / or between, but not limited to: the United States Department of Veterans Affairs, Secretary of the United States Department of Veterans Affairs, it's departments, divisions, agents and / or ensigns; with, for and / or to any other entity, person or organization on any date from January 1st, 2018 through December 31st, 2020 - specifically regarding any land, property, asset, utility, right of way and / or other land use anywhere within the entire, approximately 400 acre, West Los Angeles VA land, located within and / or adjacent to Los Angeles County, Los Angeles City and / or Federal lands thereabouts; including any land therein which is managed, settled, entitled, operated or otherwise occupied by any non U.S. Department of Veterans Affairs entity.

If this request is performed, delivered and closed before December 31st, 2020, as anticipated amid the twenty-day response time mandated under Public Law; then the applicable end date of information requested herein will be on that same date.

Examples of such agreements, if they exist - include but are not limited to any between the U.S. Department Of Veterans Affairs and: VA Building 207, LLC / LP for any Enhanced Use Lease of Real Property; Building 205 Holdings / Preservation, LLC / LP for any Enhanced Use Lease of Real Property, Building 208 Holdings / Preservation, LLC / LP for any Enhanced Use Lease of Real Property; and any city, county or state government entity and / or organization or joint powers authority for any Easement of Real Property or Right of Way - such as the Los Angeles County Metropolitan Transportation Authority.

The requested documents will be made available to the general public and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We contacted the VA Greater Los Angeles Healthcare System (HCS) and was advised that the subject date and subject matter of this request is a duplicate of your request to the Veterans Health Administration, VA Greater Los Angeles HCS. VA Greater Los Angeles HCS has received your request and assigned it case number 21-00502-F. You can expect to hear from them directly.

Therefore, the FOIA Service is closing FOIA request number 21-00454-F as a duplicate request. Consequently, we will take no further action on your request.

Good morning Mr. Thompson,
I am writing for two reasons, first to acknowledge FOIA Request 21-09453-F, and second to ask for clarification on the request. The request asks for:

Copies of any and all documents; including but not limited to: emails, bids, budgets, proposals, awards, agreements, applications, minutes and transcripts - which evidence, demonstrate and / or document a competitive bidding process that was performed in accordance with Public Law; to award, contract, procure or otherwise select a Principal Developer for the West Los Angeles VA, between the years of 2016 through 2021

I have attached a the RFQ for the Principal Developer, and the award letter. I hope this satisfies your request. If it does not, could you please narrow the scope of what you are requesting. There could be thousands of emails, notes etc, all of which will need to be reviewed prior to release, which will take months to collect, many months more to review, and most of which will not be responsive to your request.

Copies of any and all Enhanced Use Lease Agreements regarding the West Los Angeles VA, which were entered into by
the Secretary of the U.S. Department of Veterans Affairs between the years 2000 through 2021.

I wanted to ensure that you were aware of the VA FOIA Reading Room public website where EUL documents have already been released: FOIA Library - Freedom Of Information Act FOIA (va.gov)<https://www.va.gov/FOIA/Library.asp>

If you click on the "Frequently Requested" tab under Records, you will see links for Leases on Buildings 205, 207 and 208. I do not believe the Building 209 lease has been uploaded, so I have attached it here. I would like to know if this fulfills your request.

Good morning Mr. Thompson,
I am writing to respond to FOIA Request 21-09453-F. The request asks for:

Copies of any and all documents; including but not limited to: emails, bids, budgets, proposals, awards, minutes and transcripts - which evidence, demonstrate and / or document, that any party to an Enhanced Use Lease agreement performed construction, renovations and / or land development at Building 209 of the West Los Angeles VA, between the years of 2010 through 2021.

After investigation, I determined that there have been no renovations, construction and/or land development at Building 209 subsequent to the EUL being executed. There are therefore no responsive documents. VA performed the necessary rehabilitation work prior to executing the EUL. I hope this satisfies your request.
