From: Martin Peck
To Whom It May Concern:
This is a request under the Freedom of Information Act. I hereby request the following records:
Records pertaining to, or referencing (via cross reference) Japanese Unit 731 (部隊 , Nana-san-ichi Butai) - a covert biological and chemical warfare research and development unit of the Imperial Japanese Army during the Second Sino-Japanese War (1937–1945) of World War II, and the cooperation of General Shiro Ishii, an officer in the Kwantung Army, during US intervention with activities at this facility at the end of the war. Please also search records spanning before take-over of stewardship after CIA inception in 1947. Prior records maintained by the Counter-Intelligence Corps (CIC) which may in turn be referenced in response materials maintained by the agency. Note that concerns regarding personal privacy of those involved in Unit 731 activities are mitigated by both passage of time since death, as well as foreign status rather than US Citizens. Please provide a count of excluded materials, if responsive documents are withheld. Thank you!
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM, DVD-R, or BD-R if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Martin Peck
