To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
Records (including but not limited to those deemed potentially responsive to FOIA 1347397-000) mentioning or describing Vladimir Pravdin AKA Roland Lyudvigovich Abbiate codename LETCHIK ("Pilot") (August 15, 1905 – 1970), who was a senior NKVD assassin working in Europe during the Great Terror. He later became a KGB agent, stationed in the United States. Note that he was born over 100 years ago.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I am appealing the decision to ignore the explicit terms of the request. To quote, "This request specifically includes both previously processed and previously unprocessed documents. If the documents are 25 or more years old and previously processed documents were processed before the 25th anniversary of the document’s creation, I request that in addition to the previous processed copy, the document be reprocessed and redactions reviewed." Despite this clear instruction, only pre-processed documents were provided.
