To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

I am requesting all internal memos and intelligence reports written by DHS Office of Intelligence analyst Daryl Johnson that discusses any right-wing anti-government militia groups in the context of violent extremism, domestic terrorism, white nationalism, and the anti-government movement. The documents I'm requesting should fall within the following time frame: January 1, 2003 - Dec. 1, 2009.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. This request is also of public importance, and is in the public’s interest. Therefore I ask that any fees may be waived.

I believe that these files are of public importance because of recent events surrounding various anti-government militias. This includes:
The attempted bombing of Somali muslim immigrants in 2016 by the Kansas Militia. (https://www.google.com/amp/s/www.washingtonpost.com/amphtml/news/post-nation/wp/2016/10/15/it-will-be-a-bloodbath-inside-the-kansas-militia-plot-to-ignite-a-religious-war/)
The Bundy Militia’s armed standoff with police in 2016 (https://www.google.com/amp/s/thinkprogress.org/the-terrifying-details-of-the-fbis-standoff-with-cliven-bundy-s-militia-aa66ec467281/amp/)
The Oath Keepers heavily armed presence at the “Unite the right” rally in 2017 (https://www.washingtonpost.com/local/trafficandcommuting/militiamen-came-to-charlottesville-as-neutral-first-amendment-protectors-commander-says/2017/08/13/d3928794-8055-11e7-ab27-1a21a8e006ab_story.html?utm_term=.4a8a33ee2489)
And the plot to kill various police officers with illegal firearms by the Hutaree milita in 2010 (http://www.nytimes.com/2012/03/28/us/hutaree-militia-members-acquitted-of-sedition.html)

In addition Daryl Johnson (a former DHS analyst) has said that the DHS ignored his 2009 report on the growing anti-government movement. He said his report also led to the Extremism and Radicalization branch of the DHS being dismantled. (https://www.google.com/amp/s/mobile.nytimes.com/2016/01/09/us/politics/homeland-security-looked-past-militia-movement-ex-analyst-says.amp.html)

These reports would allow the public to understand the potential threats these militias pose to national security, and to show the DHS Office of Intelligence Analysis is taking these threats seriously.

In the event that I am given these documents, they will be distributed to the public using various archive websites. These include: Muck Rock, Internet Archive, National Security Archive, etc.

Also, in the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request be sent electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
