Pursuant to the Freedom of Information Act, I hereby request the following records:

1. All contracts, invoices, purchase orders, and memoranda of understanding between the agency and Vigilant Solutions between 1 January 2015 and the date this request is processed
2. Records sufficient to show how/from where the funding for Vigilant Solutions automated license plate readers was acquired
3. Emails between agency employees and any domains ending in @techimage.com or @vigilantsolutions.com

As the FOIA requires, please release all reasonably segregable nonexempt portions of documents.

In order to help to determine my status to assess fees, the requested documents will be made available to the general public, and this request is not being made for commercial purposes. In fact, I have no financial interest at all in the release of these records. I intend to share these records publicly for no charge through news-based reporting as well as on my blog. To the extent that you conclude a fee would be applicable for searching or duplication, I request a waiver of all fees for this request, because the request for a non-commercial purpose by a member of the news media.
