This is a request under the Freedom of Information Act. I hereby request the following records:

All records, including diplomatic cables, concerning Victor Norris Hamilton, an NSA employee who defected to the Soviet Union in 1963 and disappeared from view, only to be found in 1992 in a Russian mental hospital. According to Susan Mesinai, who found Hamilton in Russia, Hamilton died sometime around 1998. More information about Hamilton is available in the following news articles:

Hello,

I would like any cables concerning the discovery and the death of Victor Norris Hamilton. These occurred in 1992 and 1998 respectively, so I would ask that those years be searched. Because of Hamilton's unique status as a defector, I believe that the State Department was alerted to his discovery in a Russian hospital and his death six years later, so these should be reflected in Department records.

The Department's electronic case notes indicate the case is still open. The searches are still pending. Each case is different and the processing time depends on the complexity of information requested, the location of the information, and the time it takes to review the records.

The estimated completion date (ECD) for this case is October 31, 2017.
