We received your 10-Nov-19 Freedom of Information Act (FOIA) request 2020-00855-F on 06-Dec-19, which seeks the following: Copy of technical order 0-1-11N and technical order 0-1-11N-1-CD-1. Our organization has a significant number of pending FOIA requests which may prevents this office from making a response determination within 20 working days.  Therefore, a multitrack processing of request has been instituted.  Based on the information you have requested, your request has been placed in the Complex track.  We find we are unable to meet the time limits imposed by the FOIA in this instance because the records must be reviewed by other agencies.  We anticipate it taking up to two years, therefore we will continue to update you on the progress.   Our policy is to process requests within their respective tracks in the order in which we receive them.   FOIA request are processed quickly as possible. The FOIA Fee Restriction prevents DoD Components from charging commercial or “other” requesters search fees, or representatives of the news media or educational requesters duplication fees if respond do not occur within 20 or 30 working days for unusual circumstances (documents not located with the office processing the FOIA request, the responsive records are voluminous, or required consultation with another agency).  Fee restrictions does not apply if responsive records total more than 5,000 pages and this office has made three or more good faith attempts to discuss with you, how to effectively limit the scope of your request. We have determined your fee category to be Other.  Normally, under this category, fees would not be collected to recover the full direct cost of searching for and duplicating records, except that the first two hours of search time and the first 100 pages of duplication shall be furnished without charge. Regarding request 2020-00855-F, and a separate request you have yet to acknowledge:

In your acknowledgement you refer to records I requested in a separate request, associated with a separate email address, and which was transmitted by email rather than through the PAL. If you refer to the original request in the PAL I believe you will find I requested AF technical orders 11N-20-11, 11N-45-51, 11N-45-51A, and 11N-45-51B.

Meanwhile, I have not received any communication regarding the request for the records you referred to in this acknowledgement message, which was sent from requests@muckrock.com.

Please let me know if you need additional information to straighten this out.

Following on your telephone call.

I filed two requests, which would have been associated with two separate email addresses. This one I originally filed through the PAL. I'm having trouble logging in to the PAL to save a copy of the original request, but my previously saved document appears to show I asked for technical orders 11N-20-11, 11N-45-51, 11N-45-51A, 11N-45-51B. I received a message on 12/02/2019 indicating the request had been received, and assigning tracking number 2020-00855-F.

Around the same time I separately filed a request for two different technical orders: 0-1-11N and 0-1-11N-1-CD-1. That one I sent in through email, rather than through the PAL. It would have come from requests@muckrock.com on November 13th. I followed up twice by email and once by fax, but never received any communication regarding it. I called your FOIA liaison office on 01/10/2020, who looked into the matter.

On 01/14/2020 I received your acknowledgement at this address, showing tracking number 2020-00855-F, which I thought had been associated with the first of my two requests, but referring to the two technical orders I requested in the second request.

I will separately forward you the other request, from the email address associated with it. My concern is really just that one request doesn't get dropped.
