To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

A copy of OSI files on Vadim Medish (DOB: 10/28./24), a CIA contract agent, and later, history professor, who served in the Central Intelligence Agency from 1950 to 1960 and taught at American University from 1963 to 1993.

In 1960 the U.S Air Force's Office of Special Intelligence assisted in investigation of the defection of NSA employees, Bernon Mitchell and William Martin . (See p. 33 of NSA file on Mitchell and Martin, viewable here: http://documents.theblackvault.com/documents/nsa/75791A.pdf)

In supporting the Mitchel and Martin investigation, OSI may have investigated Vadim Medish.

Vadim Medish is deceased. See Washington Post, May 25, 2011. (https://www.washingtonpost.com/local/obituaries/vadim-medish-au-emeritus-professor-and-expert-on-soviet-history-dies-at-86/2011/05/25/AGJLfUBH_story.html?noredirect=on&utm_term=.590bdfb67ef0)

Under Executive Order 13526 (https://www.archives.gov/isoo/policy-documents/cnsi-eo.html) signed by President Barack Obama in December 2009, and still in effect, classified documents 50 years or older, must be declassified unless they include the names of confidential intelligence sources or information on weapons of mass destruction technology.

As a 35 year veteran of Washington journalism and regular contributor to Newsweek, AlterNet, Salon and other national publications. I request a fee waiver. The documents I seek concerns U.S. government operations and activities. Their disclosure is likely to contribute to understanding of these operations or activities. Specifically, disclosure will likely result in public understanding of CIA "mole hunt" of the 1960s, which has been the subject of many books and continuing controversy.

The contribution to public understanding of government operations or activities will be significant.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Jefferson Morley
