Letters from the USPS ordering people to fit for duty physical with wrong address (Gaslighting employees into psychosis).

FOIA request :
1. Is for all Fit for duty letters from the USPS to employees to for all the fit for duty letters sent out for exams with Dr. Andrus on September 8, 1994

Specifically the letters I'm requesting copies of will be similar to August 30, 1994 letter sent to me by Maryrose Behan (that should be in my USPS medical file) with non existent address of “440 East Genesee St. Syracuse NY” . For any clarification please call me or you may be able to get assistant from Lisa Lynch 30 Old Karner, Rd. Albany NY 12288.

2.All letters for fit for duty physicals with wrong address of “440 East Genesee St. Syracuse NY” held by the National Archives in medical records created by the USPS.

3.All letters for fit for duty exams created by the USPS for fit for duty exams with the wrong address for the exam.

While I have a wrong address that the USPS sent people to in Syracuse NY, I do not have all the wrong addresses the USPS sent people to in Syracuse or other major cities in the country. I suspect that the number of documents in request Number one will be 20 or less with the number for request number two being thousand and many more under request number three. Under exemption 6 all names and personal information (addressee should be redacted, the names of the sender and the psychiatrist should not be redacted.

The National Personnel Records Center (NPRC) is one of the National Archives and Records Administration's (NARA) largest operations.

On October 5, 2016 R.K. Sharp of the National Archives responded to a FOIA request from me stating "... the records in our custody date from 1773 to 1971. The administrative records you seek may still be with the U.S. Postal Service ... " the letter proceeds citing I sent my request to other addresses and suggest additional addresses. The FOIA requires that all agencies forward any miss directed request to proper place within the agency. USPS 100.700 "... 1. The Employee Medical Folder is retained by USPS until the employee is separated from USPS. On an annual basis, records of all employees separated during the prior year are transferred to the National Personnel Records Center and retained for 30 years. ...Medical information maintained in the employee medical folder is used to, but is not limited to, support hiring decisions and determine job-related medical suitability, fitness for duty, and Family Medical Leave Act documentation." It appears that Sharp did not properly forward my request to the National Personnel Records as FOIA requires, is incorrect about the records in possession of the National Archives or that the USPS does not forward the records as in USPS 100.700.

I have made similar request to the USPS as noted in R.K. Sharp's letter (I will also send this to the USPS) – I note that I made a FOIA request to the USPS via MuckRock (2017-FPFD-00078 Final Response) and that in USPS response from Pamela Israel she cited USPS 100.200 incorrectly I've appealed the USPS response via MuckRock and anyone interested may review it at https://www.muckrock.com/foi/united-states-of-america-10/usps-sending-employees-for-psychiatric-exam-to-non-existant-address-30141/?
This request is in no way for a commercial interest. Requests for Fee Waivers in compliance with “Handbook AS-353, Guide to Privacy, the Freedom of Information Act, and Record Management, § 4-2.3
I request the fee be waived in whole
The information will be used to expose the games the USPS and psychiatrist play to drive people into psychosis and claims of “mental illness”.
Documentation will be provided to elected officials and public via the internet (MuckRock).
The public will benefit by gaining a better understanding of why USPS employees go “postal” that psychiatrist, the USPS and many Human Resource people play games to drive people into psychosis.
My personal benefit will be to expose the truth about how the USPS has driven many into psychosis – no none commercial benefits at this time as I plan to provide all responses documents to the public for free.
My Identity is Don M. Moore 315 689-9197 – my expertises is personal experience and research that has include observation and discussion with many, Numerous friends including psychiatrist, nurses, attending USPS consultant Dennis Johnson's presentation.

As I've explained in previous correspondences I believe the USPS and psychiatrist intentionally play games with people to drive them into psychosis, Psychiatry is based on numerous unprovable theories, there are many causes of psychosis (such as psychiatry, religious, life circumstances, death, illness, financial, being accused of being a witch during the witch trials, being accused of being a communist by Senator McCarthy, ...). As a result of being driven into a psychosis some people will commit suicide, go “postal” … I thus certify a compelling need for the USPS to expose the truth about my allegation that the USPS and psychiatry intentionally play games to drive people into psychosis as not just for myself but numerous others that the USPS and psychiatrist have played games on. The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Below is copy of emails with the USPS I would think the Archives and the USPS would work together to comply with this FOIA request as the USPS created the requested documents, USPS 100.700 requires the transfer and retention of 30 years to the Archives, and the USPS has expertise in wrong addresses with resources such as Lisa Lynch to help identify other wrong addresses used by the USPS to gas light employees.

After you sent the email and called my cell I responded to you - Basically I stated I would like to communicate via email especially after waste of time with Ms. Isreal and Mr. Huba. In that conversation I had to repeatedly address nonsense that apparently did not get through to them. If absolutely needed I would be okay with cell phone but email seems to be working very good - why use phone when we can use email?

If you check MuckRock and read this was submitted to the National Archives (below I misspelled or auto corrected " I summated the below FOIA request to the National Archives"

I did this because of USPS 100.700 that basically states the USPS transfers many of the records to the archives for 30 years.

It is a new FOIA request but it was submitted to the National Archives - I would think since the USPS created the documents and it is within the USPS wheel house correct and incorrect addresses that the USPS would be working with the Archives to comply with this request.

Since I have provided you a copy of the below request and that if this proceeds to court you should consider it a new FOIA request to the USPS in so much as the case before the court will involve both the National Archives and the USPS.

Gas Lighting people and forcing them into psychiatry as I allege the USPS and psychiatrist do violates a number of first amendment provisions

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

One must be able to think freely in order to have freedom of speech, psychiatry is very anti religion, Driving people into psychosis by gas lighting and psychiatry is also cruel and unusual punishment a violation of the eighth amendment.

I would recommend the USPS and Archives come up with an audit report (I know the FOIA does not require this but the NSA has set a precedent with the report on illegal spying on Americans in response to FOIA request that they also attempted not to comply with by using Glomar response!). The report ideally would list the wrong address that the USPS sent people per day to what psychiatrist and the USPS manager that signed the letter!

I went to that page and read it and I do not see anything about medical files of fit for duty as I see on USPS 100.700 as cited in my FOIA request

It appears that Sharp did not properly forward my request to the National Personnel Records as FOIA requires, is incorrect about the records in possession of the National Archives or that the USPS does not forward the records as in USPS 100.700.
From what I gather the "National Personnel Records Center " is the NARA so by the USPS 100.700 my medical record should have been transferred to the NARA or by the below response the USPS should still have my medical file - along with numerous other former employees that the USPS sent to wrong addresses for fit for duty exams.

If the "National Personnel Records Center " is a part of the NARA or the USPS my FOIA request should have been forwarded by which ever agency to the correct department within the agency! I find no reason to believe the "National Personnel Records Center " is a separate agency.
I request all that I sending this email to work to figure out how to access the requested documents and help expose the truth!

I'm Appealing the above response at this time because I have not received any response from the National Archives, U.S.P.S. or the O.G.I.S that I emailed on 01/11/2017 in an attempt to resolve the issues with informally. As I pointed out in email (copy of email is above) by USPS 100.700 regulation medical files from USPS employees are sent to the National Archives (The Employee Medical Folder is retained by USPS until the employee is separated from USPS. On an annual basis, records of all employees separated during the prior year are transferred to the National Personnel Records Center and retained for 30 years. please find USPS 100.700 below). While I do not know for sure where the USPS would maintain a letter ordering an employee to a fit for duty exam it seems it should be kept in a medical / personnel file such as mentioned in USPS 100.700. USPS 100.700 contradicts the above National Archives response to my F.O.I.A. request - "Unfortunately, we do not maintain the documents you are requesting. Most records do not come into the legal custody of the National Archives until 30 years have passed, and the U.S. Postal Service maintains their own system of General Personnel Records".

Contractors and licensees are subject to contract controls and unannounced on-site audits and inspections. Computers are protected by mechanical locks, card key systems, or other physical access control methods. The use of computer systems is regulated with installed security software, computer logon identifications, and operating system controls including access controls, terminal and transaction logging, and file management software.
Retention and Disposal
1. The Employee Medical Folder is retained by USPS until the employee is separated from USPS. On an annual basis, records of all employees separated during the prior year are transferred to the National Personnel Records Center and retained for 30 years.
2. Candidate medical information for applicants determined to be medically unsuitable for the position offered is retained 2 years in hard copy. Computer data is retained 3 years in a history database.
3. Documentation supporting applicant requests for reasonable accommodation for participation in the hiring or assessment process are maintained for 2 years in hard copy. Computer records of such requests are retained 3 years.
4. Reasonable Accommodation Committee and District Reasonable Accommodation Committee records are maintained for the duration of the employee’s tenure with the USPS or until any appeals are adjudicated, whichever is longer. After the official use for these records has been satisfied, the records are to be placed in a sealed envelope, labeled as “Reasonable Accommodation Committee Records,” and placed in the employee medical folder (EMF) and retained in accordance with the official retention period for the EMFs.
5. Alcohol test results indicating a breath alcohol concentration of 0.02 or greater, verified positive controlled substance test results, refusals, medical review officer’s evaluations, employee statements, and substance abuse professionals’ evaluations and referrals are retained 5 years. Alcohol test results indicating a breath alcohol concentration of less than 0.02, and negative and canceled controlled substance test results, are retained 1 year.
Records existing on paper are destroyed by burning, pulping, or shredding. Records existing on computer storage media are destroyed according to the applicable USPS media sanitization practice.

Below please find copy of letter I sent to the PMG, USPS General Counsel and my elected officials, I am also posting this on MuckRock as noted in the letter!

Individuals only last for a life time while institutions such as the USPS and psychiatry can survive for many life times. The fraud of psychiatry has been going on for over a century with many victims of the wrong doings of psychiatrist, Psychiatry attempts to represents that it is based on science. Truly psychiatrist lacks scientific mythology with lack of transparency and critical thinking. The letter to me and numerous other USPS employees with the wrong address is proof of but one game the USPS and psychiatrist play to drive people onto psychosis.

I'm sending this letter and posting it as historical documentation of my attempt to expose the truth (that many psychiatrist and USPS managers want to cover up such as Lisa Lynch, Maryrose Behan, Walter Huba AKA Zorro …). I expect the so called honorable Senator Schumer, Gillibrand and Congressman Katko are to busy with partisan politics to investigate a century of fraud committed by psychiatrist!

Still nothing from USPS or the NARA FOIA liaisons! One can only wonder if these supposed public servants are working to get the truth out to the public or are part of the cover up!

I have made numerous attempts to have some level of dialog with you all with little success. I have recently made FOIA request to the USPS and the National Archives for documents to prove games played by the USPS and psychiatrist (otherwise know as gas lighting . This represents my on going attempt to expose truth about “mental illness” - the truth is that psychosis has many causes with psychiatry being one of the many. Cause an effect are often confused because a person becomes psychotic while receiving psychotherapy does not prove they were “mentally ill”.

The USPS is more interested in covering up the games they play to drive employees into psychosis with USPS Ms. Israel cited regulation USPS 100.200 that has nothing to do with my request the correct regulation for the requested document is USPS 100.700 (please see https://www.muckrock.com/foi/united-states-of-america-10/usps-sending-employees-for-psychiatric-exam-to-non-existant-address-30141/). Other shenanigans by the USPS include Mr. Huba's false signature large “Z” as if he was Zorro on an official USPS response with no legible indication of the author of the official USPS response. Further when I FOIA requested author identity Mr. Huba denied the request (conflict of interest?). I had to appeal Mr. Huba's denial to the USPS General Counsel in order to find out Mr. Huba was AKA Zorro. The USPS General Counsel denied an appeal with a Glomar response because I requested the USPS look in specific USPS employee’s records for orders for fit for duty exams with wrong address for the examination. Glomar response was also used by the NSA to cover up illegal spying on American citizens! The USPS has failed to consider the greater good to expose the truth and be transparent about the games that are played to drive people into psychosis. Nothing in FOIA prevents the USPS from telling the public the truth!

As Freud understood that those accused of being witches during witch trials became psychotic (Freud attempted to have all his personal letters that indicated his understanding of this fact destroyed because he knew that such an understanding of causes of psychosis would be detrimental to psychiatry).Senator McCarthy drove people into psychosis by accusing people of being communist with a grocery slip. As a result of the Senators games some committed suicide (Freud committed suicide so was the father of psychoanalysis mentally ill?). Many things can cause psychosis – today psychiatric treatment is a major cause of psychosis in many people. Many causes of psychosis include religion, death of loved ones, … Psychiatry is made of various unproveable theories (often psychiatric theories contradict other psychiatric theories).

From my investigation the USPS and psychiatrist have been playing games with people for sometime. I have provide names of seven individuals that I believe to have also been intentionally played games on by the USPS and psychiatrist in previous letters to all of you. While at a Republican rally before the election another person that the USPS sent to wrong address for a fit for duty exam was standing nearby as I spoke to Congressman Katko.

Psychiatry is based on many unproveable theories with one being the label theory basically by labeling a person “mentally ill” you make them “mentally ill”. My theory expands on the label theory. My theory is not only labeling but by playing games such as the USPS and psychiatrist played on me drives people into psychosis and I believe that the USPS has significant proof to support my theory being numerous letters for fit for duty exams with the wrong address for the exam on them. Often the simple explanation is correct. Psychosis is essentially a result of over loading a persons brain with often combination of games, task, frustration, abandonment … The result of the numerous games is the mind going into over drive jumping uncontrollably from one thought to another. Often the thoughts have some association such as what the DSM classifies as clanging when the person suffering from psychosis often will say numerous rhyming words. The person was driven into this racing state while attempting to figure out the numerous games being played on them by psychiatrist (and the USPS). The cure for psychosis is not more game play by psychiatrist. Often the games psychiatrist play start before a person finds a psychiatrist for therapy, many psychiatrist pick their patients because they want them on the verge of psychosis or already psychotic. Jeffrey Moussaieff Masson while in training to become a psychiatrist wrote about his experience finding a psychiatrist to analyst him for his training to be a psychiatrist. He was so frustrated that he was thankful when he found a psychiatrist a couple hours away that would see him in the middle of the night. I think that the psychiatrist in training was obviously being played and hazed into psychiatry.

Freud's final letter to Jung in contrast to his supportive letter to Flies show Freud's manipulation to drive Jung into psychosis compared to his support of Fliess. After Freud abandoned Jung with the claim that Jung was “mentally ill” Jung was in a near catatonic state for about two years. After some recovery Jung was able to control his psychosis to a point that he could continue his work as a psychiatrist (psychiatry is a good job for a person suffering psychosis as they do not really have to be in control of their thoughts to drive others into psychosis). Jung practiced what is now called “mind wandering”. Some believe in mind wandering while others believe in “mindfulness”

It would be a major advancement in human understanding of behavior to know that the psychosis caused by psychiatrist is not evidence of “mental illness” (cause and effect are often confused). I believe my FOIA request should help shed light on how the USPS makes so many employees “mentally ill” along with exposing wrongs of psychiatry! Real public debate on psychiatry needs to take place – we should not trust the so called experts as our founding fathers did not trust experts (why those charged can have a jury of peers not experts). Many have attempted to expose psychiatry as the fraud and unscientific farce it is, Dr. Thomas Szasz, Dr. Bean-Bayog, British Psychological Society … Any one that does not think there is a public interest in how the USPS and psychiatry play games to drive people into psychosis must be wearing blinders.

This is not to say people do not have genuine mental issues brought upon them by life events such as depression (from death of loved ones, …), Post traumatic stress (from being at war, rape …) real mental problems that do not indicate any physical, chemical, organic problem that needs to be medically treated (or effectively)by a psychiatrist. Psychiatrist have developed a very complex explanation for “mental illness” with the numerous man made (created) “mental illnesses” as described in the Psychiatric bibles otherwise known as “Diagnostic and Statistical Manual of Mental Disorders” DSM. The DSM is written by the votes of psychiatrists not by scientific mythology . With many of the voting psychiatrist themselves suffering from psychosis induced in them when they were undergoing diagnosis to become psychiatrist. The complex psychiatric explanation of “mental illness” is like the complex explanation of orbits by those that believe the Earth was flat. If as psychiatrist represent a physical, organic or chemical cause of “mental illness” instead of subjective diagnosis by psychiatrist would not be required, an actual test could be developed to conclusively diagnose the physical, chemical or organic problem. The complex theories of “mental illness” by the DSM and psychiatrist with the claim of psychiatry being a cure is a fraud being perpetrated on the masses. Psychiatry in fact is a major cause of psychosis not a cure. The fact that I correctly discovered the USPS was using an incorrect formula (unit review formula) to evaluate rural routes along with improperly denying numerous residents rural delivery for years helped me to realize that the USPS and psychiatrist play games on people to drive them into psychosis. Many residents of N. Beaver St. appeared to be “mentally ill” to a casual observer (some one that did not know the postmaster was not telling the truth and was improperly denying rural delivery to them). Similarly those improperly denied rural delivery within a quarter mile of post office on the line of travel, and residents of Hamilton St. that for years were improperly denied deliver may have seemed “mentally ill” when they were improperly denied rural delivery. My family was first to get delivery on South section of Hamilton with my niece first to get delivery on North section of Hamilton after years of improper denials. Today there is well over a hundred families getting delivery in areas that the USPS improperly denied delivery for years as a direct result of my efforts. I was able to discuss “mental illness” with others along with making observations of others and sorting out the psychiatric BS. I have come up with my own theory that can be proven – that the USPS and psychiatrist play games to drive people into psychosis – intentional wrong address for psychiatric exam otherwise known as gaslighting. While many have attempted to expose wrongs of psychiatry I may be the first to acknowledge I was driven into a psychosis and explain how my psychosis was manifested by the games of the psychiatrist and the USPS. Many correctly figure many psychiatrist are suffering from psychosis. I believe many people that have done terrible things were driven into psychosis by psychiatrist games such as Esteban Santiago (“The suspect was apparently receiving some form of psychological treatment”), Dylann Roof (“ This may be a reflection on Roof’s previous statements opposing mental health in general. In a journal entry from June 2015, Roof states that he is “morally opposed to psychology.” “It is a Jewish invention and does nothing but invent diseases and tell people they have problems when they don’t,” Roof wrote.”) … The quote indicates a degree of understanding of psychosis that was most likely induced by psychiatric treatment upon Mr. Roof. Often it is a person being supposedly treated for “mental illness” word against a psychiatrist that is playing games with them. With the number of people that the USPS has forced into psychiatric care at least one of the games (wrong address) can be documented. The person in power playing the games normally has a major advantage to help them from exposing the games they play to drive people into psychosis. To be able to expose this one game played on me and numerous others will garner major insight into the wrongs of psychiatry and the USPS. The government and psychiatry should have the responsibility to prove various psychiatric theories before forcing anyone to have to endure the games that will eventually drive them into psychosis. It should not be a surprise knowing the truth about the games psychiatrist and the USPS play on people when some one as a result of the psychosis goes “postal”, ends up like Esteban Santiago, Dylann Roof, Justin Barkley, … The public is informed that these people are “mentally ill” but yet in order to protect their privacy specifics concerning their treatment is kept from the public such as the psychiatrist that treated them or the games played on them. Similarly with Paul Lozano and Dr. Margaret H. Bean-Bayog case it is well known that Mr. Lozano was seeing Dr. Bean-Bayog but it is not known if he was seeing her because he was “mentally ill” or training to become a psychiatrist. In each of these cases the psychiatrist and the institution of psychiatry is what is being protected rather than the privacy of the “mentally ill”. Paul Lozano is dead and Dr. Bean-Bayog clearly acknowledge the games she played on him, Harvard Medical School is more interested in protecting Harvard Medical School by not telling if Mr. Lozano was under Dr. Bean-Bayog's care in order to become a psychiatrist! While in a psychosis with ones mind jumping from thought to thought the psychotic person is very open to suggestion, not under control of own thoughts so they may think they are being controlled by some one else, think the are hearing things ...

The USPS has other options to full fill the “... primary goal of the FOIA: to shed light on the operation of the federal government.” (from OGIS 07/18/2016 letter to me from Nikki Gramian. The USPS could do an audit of all USPS letters ordering employees to fit for duty exams with the wrong address and provide the public with a detailed account of the letters with no personal identifying information (number of fit for duty letters by date location …) See NSA accounting story Such a report would cost a lot of money but I think the public deserves the truth and the truth be told the Government is spending billions every year supporting psychiatry – an unproveable belief system that is no way scientific (a pseudo science). Of course as suggested in previous letters the USPS PMG could hold a news conference and just own up to the games. I also assert that with the USPS redacting all personal information and searching numerous records that this should preclude the USPS from asserting a Glomar response again. Since the letters to fit for duty exams were created by the USPS and the USPS having expertise in correct and incorrect addresses the USPS and NARA should work together to produce either the responsive documents or an audit report such as how the NSA responded to FOIA request concerning the illegal spying on U.S. Citizens as Edward Snowden exposed.

If one researches psychiatry and anti psychiatry you will find that there is a major debate concerning “mental illness”. Psychiatry is composed of numerous theories that have never been proven! Essentially the theories are just beliefs. Psychiatry is basically a pseudo science and a pseudo religion. Forcing a person into psychiatry is cruel and unusual punishment. It seems congress is afraid to tackle the so called experts of mental illness with an investigation. Any questions please feel free to contact me! I request the my elected officials put aside partisan bickering and hold congressional hearings to expose the wrongs of psychiatry.

I am foregoing my privacy in the hopes that a real debate will start on the ethics of psychiatry. As a person that was forced to be the subject of psychiatric and USPS games I know that I'm at a great disadvantage. Being able to prove just one of the many games the USPS and psychiatrist played on me and numerous others I hope will be enough to bring out the truth about psychiatry. I know numerous games were played on me and I know numerous other games have been played on many others. Labeling a person “mentally ill” and playing games to drive them into psychosis wrong. I know many were sent to “440 East Genesee St.” intentionally - a non existent address by the USPS – will the USPS tell the public the truth? Will the public servants I send this to do anything to see the truth is provided to the public that they supposedly serve?

scientific mythology . With many of the voting psychiatrist themselves
suffering from psychosis induced in them when they were undergoing
diagnosis to become psychiatrist. The complex psychiatric explanation of
“mental illness” is like the complex explanation of orbits by those that
believe the Earth was flat. If as psychiatrist represent a physical,
organic or chemical cause of “mental illness” instead of subjective
diagnosis by psychiatrist would not be required, an actual test could be
developed to conclusively diagnose the physical, chemical or organic
problem. The complex theories of “mental illness” by the DSM and
psychiatrist with the claim of psychiatry being a cure is a fraud being
perpetrated on the masses. Psychiatry in fact is a major cause of psychosis
not a cure. The fact that I correctly discovered the USPS was using an
incorrect formula (unit review formula) to evaluate rural routes along with
improperly denying numerous residents rural delivery for years helped me to
realize that the USPS and psychiatrist play games on people to drive them
into psychosis. Many residents of N. Beaver St. appeared to be “mentally
ill” to a casual observer (some one that did not know the postmaster was
not telling the truth and was improperly denying rural delivery to them).
Similarly those improperly denied rural delivery within a quarter mile of
post office on the line of travel, and residents of Hamilton St. that for
years were improperly denied deliver may have seemed “mentally ill” when
they were improperly denied rural delivery. My family was first to get
delivery on South section of Hamilton with my niece first to get delivery
on North section of Hamilton after years of improper denials. Today there
is well over a hundred families getting delivery in areas that the USPS
improperly denied delivery for years as a direct result of my efforts. I
was able to discuss “mental illness” with others along with making
observations of others and sorting out the psychiatric BS. I have come up
with my own theory that can be proven – that the USPS and psychiatrist play
games to drive people into psychosis – intentional wrong address for
psychiatric exam otherwise known as gaslighting. While many have attempted
to expose wrongs of psychiatry I may be the first to acknowledge I was
driven into a psychosis and explain how my psychosis was manifested by the
games of the psychiatrist and the USPS. Many correctly figure many
psychiatrist are suffering from psychosis. I believe many people that have
done terrible things were driven into psychosis by psychiatrist games such
as Esteban Santiago (“The suspect was apparently receiving some form of
psychological treatment”), Dylann Roof (“ This may be a reflection on
Roof’s previous statements opposing mental health in general. In a journal
entry from June 2015, Roof states that he is “morally opposed to
psychology.” “It is a Jewish invention and does nothing but invent diseases
and tell people they have problems when they don’t,” Roof wrote.”) … The
quote indicates a degree of understanding of psychosis that was most likely
induced by psychiatric treatment upon Mr. Roof. Often it is a person being
supposedly treated for “mental illness” word against a psychiatrist that is
playing games with them. With the number of people that the USPS has forced
into psychiatric care at least one of the games (wrong address) can be
documented. The person in power playing the games normally has a major
advantage to help them from exposing the games they play to drive people
into psychosis. To be able to expose this one game played on me and
numerous others will garner major insight into the wrongs of psychiatry and
the USPS. The government and psychiatry should have the responsibility to
prove various psychiatric theories before forcing anyone to have to endure
the games that will eventually drive them into psychosis. It should not be
a surprise knowing the truth about the games psychiatrist and the USPS play
on people when some one as a result of the psychosis goes “postal”, ends up
like Esteban Santiago, Dylann Roof, Justin Barkley, … The public is
informed that these people are “mentally ill” but yet in order to protect
their privacy specifics concerning their treatment is kept from the public
such as the psychiatrist that treated them or the games played on them.
Similarly with Paul Lozano and Dr. Margaret H. Bean-Bayog case it is well
known that Mr. Lozano was seeing Dr. Bean-Bayog but it is not known if he
was seeing her because he was “mentally ill” or training to become a
psychiatrist. In each of these cases the psychiatrist and the institution
of psychiatry is what is being protected rather than the privacy of the
“mentally ill”. Paul Lozano is dead and Dr. Bean-Bayog clearly acknowledge
the games she played on him, Harvard Medical School is more interested in
protecting Harvard Medical School by not telling if Mr. Lozano was under
Dr. Bean-Bayog's care in order to become a psychiatrist! While in a
psychosis with ones mind jumping from thought to thought the psychotic
person is very open to suggestion, not under control of own thoughts so
they may think they are being controlled by some one else, think the are
hearing things ...

The USPS has other options to full fill the “... primary goal of the FOIA:
to shed light on the operation of the federal government.” (from OGIS
07/18/2016 letter to me from Nikki Gramian. The USPS could do an audit of
all USPS letters ordering employees to fit for duty exams with the wrong
address and provide the public with a detailed account of the letters with
no personal identifying information (number of fit for duty letters by date
location …) See NSA accounting story Such a report would cost a lot of
money but I think the public deserves the truth and the truth be told the
Government is spending billions every year supporting psychiatry – an
unproveable belief system that is no way scientific (a pseudo science). Of
course as suggested in previous letters the USPS PMG could hold a news
conference and just own up to the games. I also assert that with the USPS
redacting all personal information and searching numerous records that this
should preclude the USPS from asserting a Glomar response again. Since the
letters to fit for duty exams were created by the USPS and the USPS having
expertise in correct and incorrect addresses the USPS and NARA should work
together to produce either the responsive documents or an audit report such
as how the NSA responded to FOIA request concerning the illegal spying on
U.S. Citizens as Edward Snowden exposed.

If one researches psychiatry and anti psychiatry you will find that there
is a major debate concerning “mental illness”. Psychiatry is composed of
numerous theories that have never been proven! Essentially the theories are
just beliefs. Psychiatry is basically a pseudo science and a pseudo
religion. Forcing a person into psychiatry is cruel and unusual punishment.
It seems congress is afraid to tackle the so called experts of mental
illness with an investigation. Any questions please feel free to contact
me! I request the my elected officials put aside partisan bickering and
hold congressional hearings to expose the wrongs of psychiatry.

I am foregoing my privacy in the hopes that a real debate will start on the
ethics of psychiatry. As a person that was forced to be the subject of
psychiatric and USPS games I know that I'm at a great disadvantage. Being
able to prove just one of the many games the USPS and psychiatrist played
on me and numerous others I hope will be enough to bring out the truth
about psychiatry. I know numerous games were played on me and I know
numerous other games have been played on many others. Labeling a person
“mentally ill” and playing games to drive them into psychosis wrong. I know
many were sent to “440 East Genesee St.” intentionally - a non existent
address by the USPS – will the USPS tell the public the truth? Will the
public servants I send this to do anything to see the truth is provided to
the public that they supposedly serve?

I'm Appealing the above response at this time because I have not received
any response from the National Archives, U.S.P.S. or the O.G.I.S that I
emailed on 01/11/2017 in an attempt to resolve the issues with informally.
As I pointed out in email (copy of email is above) by USPS 100.700
regulation medical files from USPS employees are sent to the National
Archives (The Employee Medical Folder is retained by USPS until the
employee is separated from USPS. On an annual basis, records of all
employees separated during the prior year are transferred to the National
Personnel Records Center and retained for 30 years. please find USPS
100.700 below). While I do not know for sure where the USPS would maintain
a letter ordering an employee to a fit for duty exam it seems it should be
kept in a medical / personnel file such as mentioned in USPS 100.700. USPS
100.700 contradicts the above National Archives response to my F.O.I.A.
request - "Unfortunately, we do not maintain the documents you are
requesting. Most records do not come into the legal custody of the National
Archives until 30 years have passed, and the U.S. Postal Service maintains
their own system of General Personnel Records".

unsuitable for the position offered is retained 2 years in hard copy.
Computer data is retained 3 years in a history database.

4. Reasonable Accommodation Committee and District Reasonable Accommodation
Committee records are maintained for the duration of the employee’s tenure
with the USPS or until any appeals are adjudicated, whichever is longer.
After the official use for these records has been satisfied, the records
are to be placed in a sealed envelope, labeled as “Reasonable Accommodation
Committee Records,” and placed in the employee medical folder (EMF) and
retained in accordance with the official retention period for the EMFs.
5. Alcohol test results indicating a breath alcohol concentration of 0.02
or greater, verified positive controlled substance test results, refusals,
medical review officer’s evaluations, employee statements, and substance
abuse professionals’ evaluations and referrals are retained 5 years.

0.02, and negative and canceled controlled substance test results, are
retained 1 year.
Records existing on paper are destroyed by burning, pulping, or shredding.

Below is the NARA response to my FOIA request. The response cites

I went to that page and read it and I do not see anything about medical
files of fit for duty as I see on USPS 100.700 as cited in my FOIA request

all employees separated during the prior year are transferred to the
National Personnel Records Center and retained for 30 years. ...Medical
information maintained in the employee medical folder is used to, but is

It appears that Sharp did not properly forward my request to the National
Personnel Records as FOIA requires, is incorrect about the records in
possession of the National Archives or that the USPS does not forward the
records as in USPS 100.700.
From what I gather the "National Personnel Records Center " is the NARA so
by the USPS 100.700 my medical record should have been transferred to the
NARA or by the below response the USPS should still have my medical file -
along with numerous other former employees that the USPS sent to wrong
addresses for fit for duty exams.

If the "National Personnel Records Center " is a part of the NARA or the
USPS my FOIA request should have been forwarded by which ever agency to the
correct department within the agency! I find no reason to believe the
"National Personnel Records Center " is a separate agency.
I request all that I sending this email to work to figure out how to access
the requested documents and help expose the truth!

USPS would work together to comply with this FOIA request as the USPS
created the requested documents, USPS 100.700 requires the transfer and
retention of 30 years to the Archives, and the USPS has expertise in wrong
addresses with resources such as Lisa Lynch to help identify other wrong
addresses used by the USPS to gas light employees.

After you sent the email and called my cell I responded to you - Basically
I stated I would like to communicate via email especially after waste of
time with Ms. Isreal and Mr. Huba. In that conversation I had to repeatedly
address nonsense that apparently did not get through to them. If absolutely
needed I would be okay with cell phone but email seems to be working very
good - why use phone when we can use email?

If you check MuckRock and read this was submitted to the National Archives
(below I misspelled or auto corrected " I summated the below FOIA request
to the National Archives"

I did this because of USPS 100.700 that basically states the USPS transfers
many of the records to the archives for 30 years.

It is a new FOIA request but it was submitted to the National Archives - I
would think since the USPS created the documents and it is within the USPS
wheel house correct and incorrect addresses that the USPS would be working
with the Archives to comply with this request.

Since I have provided you a copy of the below request and that if this
proceeds to court you should consider it a new FOIA request to the USPS in
so much as the case before the court will involve both the National
Archives and the USPS.

Gas Lighting people and forcing them into psychiatry as I allege the USPS

One must be able to think freely in order to have freedom of speech,
psychiatry is very anti religion, Driving people into psychosis by gas
lighting and psychiatry is also cruel and unusual punishment a violation of
the eighth amendment.

I would recommend the USPS and Archives come up with an audit report (I
know the FOIA does not require this but the NSA has set a precedent with
the report on illegal spying on Americans in response to FOIA request that
they also attempted not to comply with by using Glomar response!). The
report ideally would list the wrong address that the USPS sent people per
day to what psychiatrist and the USPS manager that signed the letter!

This is a request under the Freedom of Information Act. I hereby request
the following records:

Letters from the USPS ordering people to fit for duty physical with wrong
address (Gaslighting employees into psychosis).

FOIA request :
1. Is for all Fit for duty letters from the USPS to employees to for all
the fit for duty letters sent out for exams with Dr. Andrus on September 8,
1994

Specifically the letters I'm requesting copies of will be similar to August
30, 1994 letter sent to me by Maryrose Behan (that should be in my USPS
medical file) with non existent address of “440 East Genesee St. Syracuse
NY” . For any clarification please call me or you may be able to get
assistant from Lisa Lynch 30 Old Karner, Rd. Albany NY 12288.

2.All letters for fit for duty physicals with wrong address of “440 East
Genesee St. Syracuse NY” held by the National Archives in medical records
created by the USPS.

3.All letters for fit for duty exams created by the USPS for fit for duty
exams with the wrong address for the exam.

While I have a wrong address that the USPS sent people to in Syracuse NY, I
do not have all the wrong addresses the USPS sent people to in Syracuse or
other major cities in the country. I suspect that the number of documents
in request Number one will be 20 or less with the number for request number
two being thousand and many more under request number three. Under
exemption 6 all names and personal information (addressee should be
redacted, the names of the sender and the psychiatrist should not be
redacted.

Freedom of Information Act, and Record Management, § 4-2.1.a.” “If
necessary, the custodian may ask the requester for more information”

The National Personnel Records Center (NPRC) is one of the National
Archives and Records Administration's (NARA) largest operations.

On October 5, 2016 R.K. Sharp of the National Archives responded to a FOIA
request from me stating "... the records in our custody date from 1773 to
1971. The administrative records you seek may still be with the U.S. Postal
Service ... " the letter proceeds citing I sent my request to other
addresses and suggest additional addresses. The FOIA requires that all
agencies forward any miss directed request to proper place within the
agency. USPS 100.700 "... 1. The Employee Medical Folder is retained by
USPS until the employee is separated from USPS. On an annual basis, records
of all employees separated during the prior year are transferred to the
National Personnel Records Center and retained for 30 years. ...Medical
information maintained in the employee medical folder is used to, but is
not limited to, support hiring decisions and determine job-related medical
suitability, fitness for duty, and Family Medical Leave Act documentation."
It appears that Sharp did not properly forward my request to the National
Personnel Records as FOIA requires, is incorrect about the records in
possession of the National Archives or that the USPS does not forward the
records as in USPS 100.700.

I have made similar request to the USPS as noted in R.K. Sharp's letter (I
will also send this to the USPS) – I note that I made a FOIA request to the
USPS via MuckRock (2017-FPFD-00078 Final Response) and that in USPS
response from Pamela Israel she cited USPS 100.200 incorrectly I've

psychiatrist intentionally play games with people to drive them into

circumstances, death, illness, financial, being accused of being a witch
during the witch trials, being accused of being a communist by Senator
McCarthy, ...). As a result of being driven into a psychosis some people
will commit suicide, go “postal” … I thus certify a compelling need for the
USPS to expose the truth about my allegation that the USPS and psychiatry
intentionally play games to drive people into psychosis as not just for
myself but numerous others that the USPS and psychiatrist have played games
on. I certify that my reasons are true and correct. Essentially what the

Thanks for your email. I request assistance from the OGIS (per USPS 05/02/2017 letter) and the USPS FOIA liaison to resolve issues concerning my FOIA request and appeals. I believe the emails will eventually be very historic documents as they document the USPS cover up of games they have played for years along with the fraud of psychiatry.

First see attached response to one of my FOIA request and appeals via MuckRock. I said one because I also have another on https://www.muckrock.com/foi/united-states-of-america-10/usps-sending-employees-for-psychiatric-exam-to-non-existant-address-30143/?. Please note that Ms. Isreal did not post a response to this FOIA request until 04/07/17 and the USPS has not posted a response to my appeal that I filed via MuckRock and email. This request is only for one day of fitness for duty letters sent out by the USPS. Ms. Lynch should be able to assist in reducing the time it takes the USPS to locate these documents. While the response does mention emails that I duplicated the MuckRock request the USPS has again failed to respond to the initial request via MuckRock.

A court should have no problem reviewing MuckRock and numerous emails that I filed appeals in a timely manner.

So my reading of the attached response the USPS leaves me some what confused as Ms. Israel's initial response claimed the documents do not exist but you " … are affirming on modified grounds. Ms. Isreal informed you .. the Postal Service does not have the records you requested … This is not accurate."

Ms. Eyre fails to mention the part of USPS 100.700 "1. The Employee Medical Folder is retained by USPS until the employee is separated from USPS. On an annual basis, records of all employees separated during the prior year are transferred to the National Personnel Records Center and retained for 30 years." request assistance So while I asked in previous emails if the USPS follows this regulation or not because of conflicting response from NARA (see - https://www.muckrock.com/foi/united-states-of-america-10/usps-gaslighting-employees-into-psychosis-31592/). So again I ask to the USPS, NARA, OGIS … are the records transferred to the NARA per the USPS regulation or after 30 years?

I maintain the USPS should be able to locate the requested documents without having to do such an extensive search with the assistance of USPS managers such as Lisa Lynch.

I also note nothing in the FOIA prevents any agency from telling the truth. That the USPS is covering up the truth about the numerous games the USPS and psychiatrist play on people to drive people into psychosis.

If the USPS transfers the records to the NARA I question what format they are transferred if they are transferred in digital format (even as scanned documents) OCR search programs can search and locate document very quickly.

I am providing copy of this to the Jordan Postmaster to send up the chain of command to the PMG as I believe the PMG should respond to these issues. I know the USPS does not have a formal chain of command procedure as the military is required to have. I know the USMC maintains documentation of all chain of command request - I believe the USPS should have a record of all document I provide the Jordan Post master to send up the chain of command. MuckRock and my emails are a good record. I am also posting copy to MuckRock.

In the interest of resolving my FOIA request and appeals with the USPS and NARA with assistance from the USPS FOIA liaison Ms. Crump and the OGIS I submit this correspondence:

After further review of Natalie Bonananno's May 2, 2017 denial of my FOIA appeals and the only case law cited in her letter - Nation Magazine v. U.S. Customs Service, 71 F.3d 885 (D.C. Cir. 1995) I provide interested parties additional insight. While the USPS and NARA have been able to post responses directly to MuckRock Ms. Bonananno's response was sent certified mail (snail mail)1. Recently OGIS has posted acknowledgments to all three of the MuckRock FOIA request while visibly absent any acknowledgement from the USPS. Perhaps the USPS has sent their acknowledgments via USPS mail (snail mail).

From Ms. Bonananno's letter:
1. “In an email dated April 12, 2017, you appealed Ms. Isreal's denial of your requested records.”
2. “... within “90 calendar days after the date of the response.”
3. “This is not accurate.”
4. “...modified grounds.”
5. To search for the records you requested, each district would need to conduct a manual search of thousands of hard copy medical files.
6. For these reasons, we decline to process your request because it would require an unduly burdensome search for records”

I certainly complied with the required timeliness for a FOIA appeal from time of USPS response by Ms. Isreal (see above along with MuckRock sites and emails) I would suggest if this goes to court the court subpoenas USPS emails sent from me to the USPS specifically to Mr. Corbly who has apparently illegally blocked my emails to him treating his government email account (mark.t.corbly1@usps.gov) as if it was his private email account. Also note an additional part of § 265.8 Administrative appeals. Not cited by Ms. Bonanno for apparently obvious reasons - “The General Counsel may, in his or her discretion, consider late appeals.”

3. “This is not accurate.” Ms. Bonanno referring to content of Ms. Isreal's FOIA response – enough said!

4. “...modified grounds.” Ms. Bonananno's claim that the USPS is sticking with Ms. Isreal's FOIA response on modified grounds. Modified seems to mean different things to different people from https://www.merriam-webster.com/dictionary/modification
“a : the making of a limited change in something” to go from the records don't exist to the records exist but we will not provide because it is a burdensome request is a complete new reason. Similar in Ms. Isreal's FOIA response she footnoted that the “"... the appeal Mr. Moore filed regarding one of the aforementioned response was affirmed …" the general counsel did not affirm any reasons in original denial instead they came up with a totally new reason “the Glomar response” because I specifically named others that I have reason to believe the USPS intentionally gave wrong address to for fit for duty exams. The USPS has not been happy with my modification of FOIA request in order to overcome their modified reasons for denying my request as is evident by Ms. Isreal's footnote in her inaccurate December 21, 2016 response that I timely submitted appeal to!

5.I did not request the USPS search each district. The USPS as the responding agency is to develop a reasonable method to search and find records – From case cited by Ms. Bonanno Nation Magazine v. U.S. Customs Service, 71 F.3d 885 (D.C. Cir. 1995) -

we find that Customs has not demonstrated beyond material doubt that its search was reasonably calculated to reveal responsive documents.

To win summary judgment on the adequacy of a search, the agency must demonstrate beyond material doubt that its search was " 'reasonably calculated to uncover all relevant documents.' " Truitt, 897 F.2d at 542 (quoting Weisberg v. United States Dep't of Justice, 705 F.2d 1344, 1351 (D.C.Cir.1983) (Weisberg II )). The agency must make "a good faith effort to conduct a search for the requested records, using methods which can be reasonably expected to produce the information requested," Oglesby v. United States Dep't of Army, 920 F.2d 57, 68 (D.C.Cir.1990) (citing Weisberg III, 745 F.2d at 1485; Weisberg II, 705 F.2d at 1351), and it "cannot limit its search to only one record system if there are others that are likely to turn up the information requested.

The affidavits must be "reasonably detailed ..., setting forth the search terms and the type of search performed, and averring that all files likely to contain responsive materials (if such records exist) were searched."

Customs asserted in its affidavits that it "made a comprehensive search through all of its records systems where [records] responsive to the Plaintiffs request could conceivable [sic] be maintained and failed to locate any [responsive] records ...

"which logically would maintain records responsive to the Plaintiff's request."

Note words used by the court “Reasonably”, “likely”, “logically” … This reminds me of Philosophy 101 first day of class the professor starts teaching stating “A reasonable argument is one accepted by a reasonable man”, “A reasonable man is a man that accepts a reasonable argument.”, “Philosophy does not accept circular definitions … (going on to further explain)”. At that point my hand shot up and I asked him to repeat, first definition, second definition, the rule , and again the first definition. Mean while friend Tom offers his notes to me but sees I have the notes, then Val offers her notes, Tom tells Val “He has them he is on to something.”, Most of the class is visibly irritated judging me as “slow”, - finally the professor pauses to think staring at the ceiling and then saying I see your point I was just thinking I've taught this course for 26 years two classes a semester, two semesters a year with summer and mid winter classes giving this same introductory lecture and you are the first person to point out this problem. Point most do not use critical thinking instead just regurgitate.

Usually when citing case law one looks for a decision ruled in ones favor, with similar circumstances to case being argued … but Ms. Bonanno picked a case that was lost by the agency making it a better case to be cited by me than the USPS. The USPS made no attempt to search any records while the agency in the cited case did conduct a search (two districts). In this case Ms. Bonanno cherry picked a case that agency lost missing out on the overall big picture of the case and FOIA. Additional parts of Ms. Bonananno's case -

We reverse the court's grant of summary judgment on both the adequacy of Customs' search and the applicability of Exemption 7(C).

if the requester credibly demonstrates that the records sought may shed light on agency conduct in which the requester is interested. Instead, on remand the district court must perform an ad hoc balancing of the privacy and public interests implicated by disclosure of any responsive material.

"refus[al] to process plaintiffs' FOIA request"3 and make requested records available was unlawful.

Additionally, the agency examined indexes in its Houston and Miami regional offices.

to justify its "Glomar response"

a Glomar response is inappropriate, we reverse the district court's grant of summary judgment on this issue and direct the court on remand to perform the ad hoc balancing of private and public interests generally required under Exemption 7(C).

FOIA extends only to those records which reveal something about agency action, the mere fact that records pertain to an individual's activities does not necessarily qualify them for exemption. Such records may still be cloaked with the public interest if the information would shed light on agency action.

appellants have identified a public interest cognizable under FOIA

In SafeCard, the court relied on those cases to formulate a categorical rule denying disclosure of such information unless the requester can show that the records would confirm or refute allegations of illegal agency activity.

On remand, we instruct the district court to engage in an ad hoc balancing of the interests implicated by disclosure, in a manner which takes into account our characterization of appellants' request as relating to agency conduct, as well as Perot's activities as a private citizen.

To think a person being ordered to see a psychiatrist would be able to cope with transferring to another district is a reach. I suspect few if anyone ordered by the USPS to go for a fit for duty exam at 440 East Genesee St. Syracuse NY transferred to another district is highly unlikely to the point that USPS managers familiar with the requested documents such as Maryrose Behan and Lisa Lynch3 would be able to name the person or persons that transferred to another postal district after being sent to wrong address for a fit for duty exam. The most likely and reasonable place to look for such letters as I requested would be in the district Syracuse is in which I believe is the Albany district. While case cited the agency only searched 2 regional offices with the court apparently finding no fault with that part of the agencies decision. Thus the USPS should not be required to search all 31 USPS districts4 saving considerable search time.

FOIA require agencies to come up with efficient methods to search records. With computers, scanners and software today the ability to scan and search hard copies can be cost effectively done by computer instead of manually5. It seems a bit ironic that the USPS is one of the biggest users of OCR and yet the USPS does not want to use the technology to comply with FOIA request!

6. Many FOIA request may seem burdensome to an agency especially when the agency wants to cover up agency wrong doing. Just because a search may be burdensome does not mean the agency should not search for and release documents6. In addition in previous FOIA request I provided the USPS with several names and contact information of former USPS employees the I have good reason to believe the USPS intentionally sent to wrong address for fit for duty exam. If this goes to court others sent to wrong address could be subpoena to testify if the USPS sent them to wrong address for a fit for duty exam.

If the USPS only searches the Albany district and uses modern technology the search would nearly as burdensome as Ms. Bonanno represents. The USPS can release the documents in batches or as the NSA did the USPS can make an audit report only detailing the wrong address, number of people sent to the wrong address by date, USPS manager that signed letter and Dr. that the person was sent to see (as all are non exempt information contained in the numerous letters). Such an report while not required by FOIA could be a more efficient manner to provide the truth to the public as each document would not need to be redacted. The USPS never attempted to clarify the scope of my FOIA request concerning how many districts to search7

In addition concerning my FOIA act request and appeal submitted to the NARA I offer the following concerning cooperation between agencies when an agency such as the NARA is in possession of documents created by another agency such as the USPS – from

Referrals and Consultations

When an agency locates records responsive to a FOIA request, it should determine whether any of those records, or information contained in those records, originated with another agency or agency component. (179) As a matter of sound administrative practice, an agency should consult with any other agency or other agency component whose information appears in the responsive records, especially if that other agency or component is better able to determine whether the information is exempt from disclosure. (180) An agency may also consult with any other agency that holds an equity in, or special expertise or knowledge concerning, a particular type of information. (181) If the response to the consultation is delayed, the agency or component in receipt of the FOIA request should notify the requester that a supplemental response will follow when the consultation is completed. (182)

If an agency or component locates entire records originating with another agency or component, it should refer those records to their originator for its direct response to the requester. (183) The referring agency or component ordinarily should advise the requester of the referral and of the name of the agency FOIA office to which it was made. (184) Some agencies have streamlined their practices of continually referring certain routine records or classes of records to other agencies or components by establishing standard processing protocols and agreements between them. (185)

All agencies should remember, however, that even after they make such record referrals in response to FOIA requests, they retain the responsibility of defending any agency action taken on those records if the matter proceeds to litigation. (186) Additionally, agencies receiving referrals should handle them on a "first-in, first-out" basis among their other FOIA requests -- but they should be sure to do so according to the date of the request's initial receipt at the referring agency, lest FOIA requesters be placed at an unfair timing disadvantage through agency referral practices. (187)

I'm not sure how long the USPS has been sending people to wrong address for fit for duty exams. If the USPS has been playing these games for over 30 years than the NARA should have responsive documents to my request so they should be corresponding with the USPS for information such as what wrong addresses did the USPS send employees to in order to make the search easier. Clearly USPS 100.700 is “not accurate” with “... records of all employees separated during the prior year are transferred to the National Personnel Records Center and retained for 30 years.” while it should say something like “... records of all employees separated from the USPS are retained by the USPS for 30 years and then transferred to the National Personnel Records Center”

I realize the OIGS has no enforcement ability but agencies are required to offer the mediation services of the OGIS. As the FOIA of 2016 allows any party to a dispute to request assistance from the FOIA liaison and OGIS I request this assistance and request the OGIS to issue any advisory opinion at my request8! I post this on MuckRock as public evidence of the lack of any real dispute resolution of the FOIA liaison or OGIS showing that I have done everything to be as reasonable as possible!

While my request concerning the USPS providing wrong addresses for fit for duty exams may require the searching of numerous records and release of numerous documents to the public via MuckRock the burdensomeness of such a search and release is not sufficient for a denial of my request9 as example I offer the numerous NSA FOIA request and the Clinton email FOIA request that agencies have been ordered by courts to release responsive documents in large batches on time intervals (such as monthly10). With the NSA essentially having numerous offices and apparently files on most every one if not everyone that has a phone or internet presence – seems to have many more documents to search than the USPS! There was little interest in the NSA until after the NSA director lied under oath to congress and Snowden provided documentation to expose the wrongs of the NSA11. Similar not one of my class mates was interested in Philosophy professor violating circular definition rule until I was able to successfully point it out to the professor. Only ones interested in the USPS and psychiatric games are those that have had the games played on them as such people the USPS and psychiatrist just dismiss them as “mentally ill”.

In conclusion I'm providing the Jordan Postmaster hard copy of this and request he and every other public servant receiving this document in any form make attempts to forward this up the chain of command specifically to the PMG and Mr. Corbly (who has illegally infringed on my right to petition him for redress by blocking me from his government email address mark.t.corbly1@usps.gov). Mr. Corbly and the PMG have proven to be complete failures at responding to my petitions thus far. My request are about major fraud given that psychiatry represents people that are induced into psychosis are “mentally ill” when numerous things can induce a person into a psychosis. As evidence one can review Dr. Freud's letters along with numerous other documents, Dr. Bean-Bayog fully acknowledge games she played when she was caught. While Freud wanted evidence of his knowledge of the fraud destroyed. The documents I request from the USPS with the wrong address are proof of the intentional games played by the USPS and psychiatrist. Institutions survive for years; decades, centuries while people seldom live a century. Because I know my time is limited I will provide the USPS , OGIS, NARA one month (June 19, 2017) unless some positive movement in releasing requested document or telling the truth to the public can be made I will proceed with legal action in the local Federal Court! I request the USPS and NARA release records in electronic format to MuckRock that can be posted on MuckRock web sites12. While the USPS represented that the National Archives may have the requested records and I made a FOIA request via MuckRock to the National Archives and made an administrative appeal that has not been timely responded to yet I have not filed a complaint in court against the Archives yet.

I have found the USPS FOIA Liaison and the OGIS to be very worthless as anyone can see if they review the attached complaint.

This has been a daunting task but I represent the USPS has intentionally played numerous games with employees in order to drive the employees into psychosis and represent that the employee is "mentally ill".
