This letter constitutes an administrative appeal under the Freedom of Information Act, 5. U.S.C. Sec. 552(a)(6).

I am writing to appeal the determination by the U.S. Pacific Command (USPACOM) with regard to my FOIA request ( 2016-F-63 ), filed on May 28, 2016, for “any and all the records mentioning ‘thimarafushi’ or ‘kudahuvadhoo’ relative to the period from March 7, 2014 to March 10, 2014”. The final response was no “responsive documents”.

I appeal because I strain credulity that the PACOM doesn’t have responsive documents about a widely publicized investigation.

According to PACOM official website, Maldives is included inside the Area of Responsibility.

Reports by numerous witnesses in Kudahuvadhoo were widely reported by the media.
