This is a request under the Freedom of Information Act. I hereby request the following records:

All contracts (and their amendments), memorandums of understanding, intergovernmental service agreements, and any agreements of any sort entered into by the U.S. Marshals Service for all services, equipment, and activities involving/provided by/contracted for regarding Crossroads Correctional Facility and any facilities associated with it through any of the aforementioned agreements regarding the facility.

Responsive materials should include but not be limited to:

• the initial Invitation to Bid, Request for Proposal, or equivalent call for contractors
• the responsive materials provided by the winning bidder
• all other vendor responses
• all evaluation material, scorecards, reports, and notes generated in the selection process
• the current contract
• all exhibits
• all amendments
• all invoices/receipts detailing compensation received as a result of any agreements
• all agreements related to the provision of services, such as water and sewage
• all financial agreements (such as loans or bonds) entered into as a result or in association with any of the aforementioned agreements

This request is being made as part of an ongoing journalistic investigation. The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Requester:

This is in response to your request for “the initial invitation to bid, request for proposal, or equivalent call for contractors; the responsive materials provided by the winning bidder; all other vendor responses; all evaluation material, scorecards, reports, and notes generated in the selection process; the current contract; all exhibits; all amendments; all invoices/receipts detailing compensation received as a result of any agreements; all agreements related to the provision of services, such as water and sewage; all financial agreements (such as loans or bonds) entered into as a result or in association with any of the aforementioned agreements; and all agreements regarding the utilization of inmate labor by any agency within this entity's jurisdiction.”
By letter dated January 5, 2015, the USMS provided you with a copy of the requested contract. With regards to the remainder of your request for additional information, the USMS conducted a search of the Prisoner Operations Division, but located no responsive records.

If you are not satisfied with my response to this request, you may administratively appeal by writing to the Director, Office of Information Policy (OIP), United States Department of Justice, Suite 11050, 1425 New York Avenue, NW, Washington, DC 20530-0001, or you may submit an appeal through OIP's FOIAonline portal by creating an account on the following web site: https://foiaonline.regulations.gov/foia/action/public/home. For your information, Congress excluded three discrete categories of law enforcement and national security records from the requirements of the FOIA. See 5 U.S.C. § 552(c ) (2006), & Supp. IV (2010). This response is limited to those records that are subject to the requirements of the FOIA. This is a standard notification that is given to all our requesters and should not be taken as an indication that excluded records do, or do not, exist.
