be advised that due to the current situation with COVID-19, our office is
still on mandatory telework until further notice, and this is causing some

your request is considered 'unperfected'. Please be advised that a FOIA
request must meet certain criteria before it can be considered 'perfected',
one of which is that it must describe records with sufficient detail to
enable us to conduct a search reasonably calculated to identify responsive
records. A proper FOIA request must "reasonably describe" the records
sought. Requests that seek "'all" are impermissibly broad and do not
comply with FOIA's requirement that the request for records reasonably
describe such records. You would need to identify the Marine Corps records
you are looking for in a way that would enable us to conduct a search
reasonably calculated to identify responsive documents. Please be advised
that the Marine Corps does not maintain a centralized index of all documents
maintained in Marine Corps file systems, nor does it possess any kind of
electronic records management system that would facilitate an electronic
records search based on the criteria you specified.


With respect to emails, the Marine Corps cannot possibly search the nearly
250,000 e-mail accounts and computers of uniformed and civilian Marines. In
addition to the sheer number of accounts, records are kept in hundreds of
geographic locations and in dozens of databases throughout the world. The
FOIA does not require Marine Corps personnel to conduct such a wide-ranging
search and, without additional detail, your request is considered overly
broad and unduly burdensome. Please provide us with the names of the Marine
Corps personnel whose e-mail accounts and computers you would like us to
search and the offices which might hold the other records you are seeking.
We will also need a date range in which to search.

Without narrowing your request, we cannot consider it perfected or initiate
any action upon it. We will, however, hold it in abeyance for 10 calendar
days from the date of this email, pending the receipt of further
information.
