This is a request under the Freedom of Information Act. I hereby request the following records:

Information relating to United States pilots flying French jets during Operation Odyssey Dawn, Operation Unified Protector, and any other related operations, including information on how many U.S. pilots flew French jets, how many French jets were flown by U.S. pilots, how many missions U.S. pilots participated in while flying French jets, and which aircraft carrier or carriers U.S. pilots flew French jets from during the period of March to October of 2011.

President Barack Obama made mention of U.S. pilots flying French Jets during these operations in a speech on November 04, 2011, the transcript of which is publicly available online. https://www.whitehouse.gov/the-press-office/2011/11/04/remarks-president-obama-honoring-alliance-between-united-states-and-fran

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

SUBJECT:  FREEDOM OF INFORMATION ACT REQUEST (DON-NAVY-2017-006132)

This letter responds to your Freedom of Information Act (FOIA) request dated October 15, 2016 in which you requested “Information relating to United States pilots flying French jets during Operation Odyssey Dawn, Operation Unified Protector, and any other related operations, including information on how many U.S. pilots flew French jets, how many French jets were flown by U.S. pilots, how many missions U.S. pilots participated in while flying French jets, and which aircraft carrier or carriers U.S. pilots flew French jets from during the period of March to October of 2011.”  Your request was transferred to this office from U.S. Africa Command on May 1, 2017 and assigned Case File Number DON-NAVY-2017-006132 through the FOIAonline tool.

Your request has been processed in accordance with the FOIA (5 U.S.C. §552), Part 701 of Title 32 of the Code of Federal Regulations, and the Department of the Navy FOIA Program (SECNAVINST 5720.42F).

Despite a diligent search for records, no responsive documents have been found.  If you believe that an adequate search was not conducted, you may consider this an adverse determination of your request that may be appealed, in writing, to the Office of the Judge Advocate General (Code 14), 1322 Patterson Ave., SE, Suite 3000, Washington Navy Yard DC 20374-5066.  I recommend that any appeal contain a statement as to why you believe a diligent search was not conducted.  I also recommend that both the envelope and statement bear the notation “FOIA Appeal.”  Your appeal must be postmarked within 60 days of the date of this letter.
