To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

All reports or risk assessments related to the 1980 Swine Health Protection Act. These documents would most likely be in possession of the Animal and Plant Health Inspection Service.

All records related to violations of the 1980 Swine Health Protection Act.

All cooperative agreements between the USDA and the Department of Justice regarding enforcement of the 1980 Swine Health Protection Act.

All reported cases of Classical Swine Fever. If a database of CSF reports (or reports of all diseases in swine) is available, I would like a copy of that rather than each individual reporting form. For an example of a reporting form, see page 19 here: https://www.aphis.usda.gov/vs/nahss/swine/csf/CSF_pm_2007_AppendD_Instructions.pdf

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Evan Anderson

Hi Ms. Taylor,

Thank you for your response. On page 17 of the attachment named "16-02987-ConsolidatedRecords(review).pdf" there is mention of a "Swine Health Protection database." Here it is in context: "The number of swine waste feeders licensed in each State was obtained from the Swine Health Protection database maintained by VS, accessed on July 30, 2010." It seems to me that this is different from the Swine Surveillance Program, but I could be mistaken. Can you please clarify?

Additionally, the link you provided to the Swine Surveillance Program does not seem to work. Perhaps there is an issue with the website, or there is an error in the URL you provided to me.

Sincerely,
Evan

Hi Ms. Taylor,

My apologies for sending another email here. I know you are a FOIA specialist, but is there anyone you know in APHIS that I could contact regarding a potential interview on the subject of feeding garbage to swine?

Thank you,
Evan

From: Taylor, Lyndia F - APHIS

Mr. Anderson,

Sorry I have not gotten back to you soon. I have forwarded your question to Veterinary Services(VS) in answer to your questions and have asked both VS and Legislative and Public Affairs who you can interview.

Mr. Anderson:

In reply to the following question concerning FOIA 2016-APHIS-02987-F:

Yes, the Swine Health Protection Act is different from the Swine Surveillance Program.

For the Swine Health Protect Act (SHPA), VS District Personnel enter data into our records data base in share point. This database is different than surveillance and holds information pertaining to SHPA activities such as number of licensed premises , inspections performed, temperatures checks, violations etc. data entered is received from states of SHPA activities occurred.

I do not have an answer as to why the link provided does not work for you.

Concerning the interview, someone from Public Affairs should have contacted you concerning setting up an interview. If you have not been contacted the Public Affairs Office at 301-851-4100.
