This is a request under the Freedom of Information Act. I hereby request the following records:

Any reports, memos or correspondence within USAID regarding the search for private investment for ZunZuneo.

Per an April 7, 2014 USAID blog post (http://blog.usaid.gov/2014/04/eight-facts-about-zunzuneo/):

"3) The story states there was a “shell company” in Spain formed to run the program.
FACT: No one affiliated with the ZunZuneo program established a private company in Spain as part of this program. The project sought to do so if it was able to attract private investors to support the effort after USAID funding ended. Private investment was never identified and thus no company was ever formed."

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Upon further review, the United States Agency for International Development
(USAID) has reexamined your recent Freedom of Information Act (FOIA)
request submissions. * We've determined that since all three requests
(F-00215-14; F-00216-14; F-00217-14) concern the same subject - Project
ZunZuneo - all three have been combined to a single tracking number. The
new tracking number for these requests is F-00215-14. The other two
requests (F-00216-14; F-00217-14) have been closed administratively. *No
fees will be assessed for the single request.

Please be advised that the search of various agency program offices has
commenced. We are awaiting records from the respective programs. The
records will be assessed and processed upon receipt. We will provide you
with interim releases until such time all records have been received.
