From: Shawn Musgrave

To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

All correspondence with GAO reviewers with regard to the ZunZuneo project.

Per an April 7, 2014 blog post from USAID:

"In 2012, the Government Accountability Office—the U.S. government’s investigative arm—spent months looking at every aspect of USAID’s Cuba programs. GAO’s team of analysts had unrestricted access to project documents, extended telephone conversations with Mobile Accord (ZunZuneo) and even traveled to Cuba. The GAO identified no concerns in the report about the legality of USAID’s programs, including ZunZuneo, and offered USAID zero recommendations for improvements."

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Shawn Musgrave

Dear Mr. Musgrave:

Upon further review, the United States Agency for International Development
(USAID) has reexamined your recent Freedom of Information Act (FOIA)
request submissions. * We've determined that since all three requests
(F-00215-14; F-00216-14; F-00217-14) concern the same subject - Project
ZunZuneo - all three have been combined to a single tracking number. The
new tracking number for these requests is F-00215-14. The other two
requests (F-00216-14; F-00217-14) have been closed administratively. *No
fees will be assessed for the single request.

Please be advised that the search of various agency program offices has
commenced. We are awaiting records from the respective programs. The
records will be assessed and processed upon receipt. We will provide you
with interim releases until such time all records have been received.

Your request has been assigned to Antionette (Toni) Robertson. You may
contact Toni by phone on (202) 712-0859 or by email at anrobertson@usaid.gov,
and reference F-00215-14 in your correspondence. If additional information
is required to assist USAID search for responsive records, the Government
Information Specialist assigned to your request will contact you.

Thank you for your interest in USAID.

Dear Mr. Musgrave,

I have completed the review of responsive documents pertaining to your
case; however, we had to reassess the responsive documents based on an
USAID Inspector General Report thus allowing for additional information to
be released. This requires that we provide Creative with a final
determination notice pursuant to Executive Order 12600 which is currently
in review for clearance. I will provide final response as soon as response
is received from the submitter. Thanks in advance.

Please feel free to contact me if you have any questions.
