To whom it may concern:

This is an appeal under the Freedom of Information Act. I question the the validity of the search and ask that it be performed more thoroughly.

The emails that I have requested exist. I have been told by someone close to the matter that they do. USAID and the World Bank have coordinated the Ebola response in Congo at a high level.

There is a strong public interest in the disclosure of the documents because there has been issues with the oversight of funds disbursement for the Ebola response in Congo. There are multiple official investigations into this issue, including by the UN.
