This is a request under the Freedom of Information Act. I hereby request the following records:

A list of all USAID democracy programs and their dollar amount and program recipients funded in Morocco from 1993-2011 and in Egypt from 1992-2005. These funds may have been classified under different terms over that time frame, but may fall under the term "democracy and governance."

Information for this request may have been classified under different Agency departmental names as well over that time frame. They may include USAID's Global Bureau Center for Democracy, USAID's Center of Excellence on Democracy, Human Rights, and Governance, and USAID's Center of Democracy and Governance, the Bureau for Europe and the New Independent States (USAID's democracy centers in the late 1980s and early 1990s.

In addition to a list of democracy programs, dollar amount, and their recipients (individuals and organizations), I am also interested in contracts awarded to contracting organizations or companies to execute such programs where relevant.

Should you require clarification, please do not hesitate to contact me at the number and/or email below.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage. Additionally, I am a professor at Texas A&M University, a public research university and would request fees be waived as the information would be used for academic research to be disseminated publicaly.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We regret the delay in responding to your FOIA request.
Unfortunately, USAID is experiencing a backlog of FOIA requests.

Please be advised that pursuant to 5 U.S.C. § 552(a)(6)(D) (as amended,
effective Oct. 2, 1997), an agency or component of an agency that maintains
two or more processing tracks must handle its requests on a first-in,
first-out basis within each track, but have the flexibility to respond to
relatively simple FOIA requests more quickly through its multitrack system.
However, your request is not categorized as a simple request as we have
had to consult with multiple sources, classifying this as a complex
request.

An interim response is in review and will be released to you upon
clearance. I will provide an update by Friday, May 16, 2014 via email.
