The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Mr. Neiss - This is to acknowledge the receipt of your request and to let you know that I am the analyst assigned for processing.
Please be advised that a FOIA request must meet certain criteria before it may be considered "perfected". One criterion is that a requester must indicate, in writing, their willingness to pay for reasonably incurred processing costs. See 32 C.F.R. § 701.8(a)(1). Since you have not indicated whether you are willing to pay FOIA processing costs incurred; your request is ‘unperfected’. As a "commercial requester", you are responsible for the payment of all search, review and duplication costs incurred during the processing of your request. Fees are currently assessed at $24.00 per hour for clerical search/review, $48.00 per hour for professional search/review, and $.15 per page for photocopy duplication. See 32 C.F.R. § 286 Subpart E.
For this reason, we will hold your request in abeyance for 10 calendar days from the date of this email. Within that time, please provide additional information regarding the matter of fees. Should we not receive a response within the allotted time, we will administratively close your request.

1. As stated in the initial communication, this is not a commercial request, and I am not a commercial requester. I believe that I should be categorized as an “Other Requester,” requiring me to pay for the Search and Duplication, excluding the cost of the first 2 hours of search and 100 pages. I expect that this request will be within that range.
2. Please note an error in the original request that listed the date of November 11, 2019 — the correct date was November 5, 2019.
