This is an appeal under the Freedom of Information Act. My request, assigned No. 2015-APHIS-03464-F, was not appropriately addressed, in my view. The materials I requested pertain to guidance for farmers or operators of other agricultural facilities on how to respond to trespassers, activists, and people taking footage of the facilities. The person(s) handling my request forwarded it to the Animal Care program office, which is only tangentially related to the matter of my request. A more appropriate agency to forward my request to would be the Risk Management Agency, for example. Please remand this request back to the USDA for a good faith review under the Freedom of Information Act.

Sincerely,
Evan
