To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
Documents mentioning or describing contacts' and assets' hesitancy or unwillingness to cooperate with the Agency due, in part, to the Freedom of Information and Privacy Acts as described on page 5 (page 8 of the PDF) of CIA-RDP04M01816R000100320003-2.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Emma Best

A fix is required to perfect the request.

The information provided is more than specific, citing specific types of records and the Agency's own public assertions, cited in a specific document. It's a known fact that the Agency saves records regarding congressional testimony and presentations, which this would fall under. Therefore, the Agency has every way to begin searching for the records - unless, of course, the Agency has no such records because the original matter was exaggerated. I would be most happy to pursue this in court, if need be, due to the amount of public interest and support that the matter would find.
(Further it's most inappropriate for you to not advise me of my right to appeal, and to take four months simply to tell me you won't process the request, without even an acknowledgment in the meantime. This is a dereliction of your duties which will be reflected in any eventual lawsuit, which your Agency is well aware I am happy to bring.)
