To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

Emails, calendar entries, and other electronic records of the Director of OIP and/or the Chief of Staff of OIP containing within a single record the search terms (1) "FOIA" or "freedom of information" and (2) "budget" or "backlog" or "open america." The time period is Jan. 1, 2021, to the date you conduct the search for records. Please omit news clippings that do not contain substantive discussion by agency officials. If possible, please provide only the most recent email on any given thread and omit from processing the earlier parts of the thread that are subsumed within the most recent part so long as any attachments from earlier portions are included. Please consider an email and attachments as a single record and treat all of it as responsive if any component contains the required search terms. If you provide me with a page count after collecting records and conducting initial processing, I would be more than happy to engage in a dialog about ways to narrow the request should it generate a large number of responsive records.

I am a frequent commentator on FOIA issues, including through publicly available essays and op-eds, and will be making this information available to the general public at least through my Twitter account or other channels.

If you prefer, you may communicate with me via email at matt@loevy.com or call me at 773-368-8812.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Matthew Topic
